Monthly Council Meeting Minutes

The Village of Tickfaw Council met in a monthly meeting at 5:00pm on July

14, 2026. Mayor Lamonte called the meeting to order, Councilman Fedele,

Councilman Galofaro, Councilman Lemay, Chief DiBenedetto and Attorney

Trippi were present. All present received and reviewed the monthly financial

statements. The invocation was done by Mayor Lamonte followed by

the Pledge of Allegiance.

5. Planning & Zoning

• Michael Biaimonte

- Approached the council asking that he be granted

permission through Planning and Zoning to tear

down an old shed/structure and add a chain-link

fence to his property.

- Council response was that there is not a Certificate

of Appropriateness needed to tear down an older

shed/structure or to put in a chain link fence.

- Motion to allow the removal of shed and addition of

fence made by Councilman Fedele 2nd by Council-

man Galofaro Votes:3 Yeas.

• Jamie Watson

- Planning and Zoning presented an application for

approval for the project Mr. Watson has been work-

ing on near the interstate on Hwy 442. The plans

presented were not stamped with approval by Fire Marshall.

- Mayor and Council’s response was to go ahead

and approve the project application with the under-

standing that Mr. Watson will not receive his Certifi-

cate of Appropriation until he turns in plan reviewed

and stamped by the Fire Marshall to City Hall.

- Motion to approve application with the understand-

ing that Mr. Watson will not receive his Certificate

of Appropriation until he turns in plan reviewed and

stamped by the Fire Marshall to City Hall made by

10. Old Business-

a) Update on Love’s Truck Stop and Jamie Watson Project

- Love’s Truck Stop Update: Mayor Lamonte spoke to the represen-

tative of Love’s, and they are expecting late November or Decem-

ber 2026 to break ground. Love’s is waiting on the final “process-

ing” by the Corp. of Engineers.

- Jamie Watson Projects: Updated in Planning and Zoning.

b) Adopt or Deny Resolution for Amended 1% Sales and 

Use Tax Ordinance

- Motion to adopt the resolution made by Councilman

Fedele 2nd: Lemay Votes: 3 Yeas

c) Adopt or Deny Amendment and Revision of 1% Sales and 

Use Tax Ordinance

- Motion to adopt the Ordinance made by Councilman Lemay 

2nd: Galofaro Votes: 3 Yeas

d) Application for Annexation of Southern Homes: Business owner

Baron Spring

- Baron Spring (owner) was in attendance and ex-

pressed his desire to annex his business Southern

Homes into city limits.

- Attorney Trippi explained the process and asked for

the required documents to implement the annexation process.

- Motion to allow the Village Attorney to being the

annexation process made by Councilman Galofaro

2nd: Lemay Votes: 3 Yeas

e) Letter addressing possible blighted property on Oak St.

- The letter was never sent to the homeowner after

June’s Council Meeting. The council said that they

would still like the letter mailed to the homeowner

addressing concerns. Attorney Trippi will draft and

mail letter before the August meeting.

- Motion to table until the next Council Meeting on

August 11, 2026, at 5pm made Councilman Fedele

11. New Business-

a) Garbage Fee Increase

- The Village’s contract with Amwaste has increased

slightly per customer starting in August 2026.

- The Mayor and Council decided not to increase

the residents monthly bill to reflect the increase

from Amwaste since the change was not drastically

different.

- Motion to leave garbage fee as is made by Coun-

cilman Galofaro 2nd: Councilman Lemay Votes: 3 Yeas

b) Adopt or Deny Resolution for 2026 Hazard Mitigation plans

- Motion to adopt the 2026 Hazard Mitigation Resolution made by 

Councilman Galofaro 2nd: Councilman Fedele Votes: 3 Yeas

c) Motion to hire Griffin & Furman C.P.A. for auditing purposes and

allowance to sign the A.U.P. & Audit Agreements

- Motion to Hire and Sign the A.U.P. and Audit Agree-

ments made by Councilman Fedele 2nd: Council-

man Galofaro Votes: 3 Yeas

d) Adopt the Louisiana Compliance Questionnaire from Griffin and

Furman for FYE 06/30/2026.

- Motion to Adopt the Louisiana Compliance Ques-

tionnaire made by Councilman Galofaro 2nd: Coun-

cilman Lemay Votes: 3 Yeas

12. Mayor Report

- Mayor Lamonte announced that Tickfaw is in the

process of receiving two new Police units paid for

by grants. The new police units should arrive in the

next couple of months.

- Tickfaw will not be receiving grant funding for the

park and pavilion like we had hoped.

- While maintaining the grass for the Blessed Moth-

er’s Feast on Hwy 442 our tractor hit something

causing damage to the tractor. The tractor is in the

shop for repair. Mayor Lamonte asks residents to

be patient with grass maintenance around town if

the repairs take longer than expected.

- There is a water line that runs under the railroad

that was placed in 1992. This water line is in jeop-

ardy of blowing out. Mayor would like permission to

begin the process of meeting with the engineer and

railroad to place a new water line under the tracks.

- Motion to allow Mayor Lamonte to begin process of

laying new water line under railroad by Councilman

Galofaro 2nd: Lemay Votes: 3 Yeas

13. Police Chief Report

- Chief DiBenedetto asked the Council to surplus a

2013 Chevy Impala last vin 7413

- Motion to introduce surplus vehicle a 2013 Chevy

Impala last vin 7413 made by Councilman Galofaro

2nd: Councilman Lemay Votes: 3 Yeas

- Chief DiBenedetto then asked to set the vehicle a

2013 Chevy Impala last vin 7413 for bids starting

at $1,500.00.

- Motion to set surplus 2013 Chevy Impala last vin

7413 for bids starting at $1,500.00 made by Galofaro 2nd: Lemay 

Votes: 3 Yeas

- Nothing to report.

15. Council Response

Galofaro: Nothing to report.

Fedele: Would like to thank the Police Department and Mayor Lamonte for

the efforts put forth to make the Blessed Mother Feast a success.
