MINUTES OF THE TANGIPAHOA PARISH COUNCIL JULY 13, 2026 MEETING
The Tangipahoa Parish Council met on the 13th day of July 2026 in Regular Session
and was called to order by Ms. Brigette Hyde, Chairwoman at 5:30pm. The Chair
asked all cell phones to be muted or turned off.
The Invocation was given by Councilwoman Hyde, and the Pledge of Allegiance was
led by Councilman Ridgel.
The following members were PRESENT: Darrell Sinagra, Louis Joseph, Joe Havis,
Buddy Ridgel, Joey Mayeaux, Lionell Wells, David Vial, Brigette Hyde, Strader Cieutat
ABSENT: John Ingraffia
ADOPTION OF MINUTES – Motion by Mr. Joseph, seconded by Mr. Vial to
adopt the minutes of the regular meeting dated June 22, 2026.

PARISH PRESIDENT’S REPORT
1. UPDATE by Susan Russell - Keep Louisiana Beautiful, Love Our Water-
ways Cleanup – President Miller made known there was a scheduling
conflict and Ms. Russell would not be attending.
2. APPROVAL TO SEEK BIDS – Motion by Mr. Wells, seconded by Mr. Vial
to approve to seek bids for Tangipahoa
Parish Jail Work Release Dormitory Construction. Roll call as follows:

3. APPROVAL TO SEEK BIDS – Motion by Mr. Joseph, seconded by Mr.

Tangipahoa Parish Stormwater Drainage enhancements through culvert
modification in Tickfaw & Maurepas Watersheds Project - contingent upon

4. APPROVAL TO HIRE – Motion by Mr. Ridgel, seconded by Mr. Wells to
approve to hire a contractor to cut grass at 48109 Whiskey Lane, Tickfaw,
LA 70466, Assessment #3795802 in District 5, and lien property the cost
of the contract plus administrative fees. Roll call as follows: YEA: Sinagra,

President Miller invited VVA Chapter 1052 President Mr. Pete Jones to the
podium. Mr. Jones presented Councilwoman Cieutat with the Friend of the
VVA Award in recognition of her support and service to veterans.
Councilwoman Cieutat accepted the award and announced that a celebra-
tion honoring all Tangipahoa Parish veterans will be held on October 31,
2026, in downtown Ponchatoula. The event will include a veterans parade
followed by a celebration in the park.
Mr. Pete Jones also announced that the Annual POW MIA Day will be held
on September 18, 2026 at 10:00am at Cate Street Park in Hammond.

6. ADOPTION of T.P. Ordinance No. 26-18 - An Ordinance amending and
enacting Chapter 1, General Provisions - Procedures for Non-Compliant
Uses and Operations - The following ordinance which was previously intro-
duced in written form required for adoption at a regular meeting of the Tan-
gipahoa Parish Council on June 22, 2026, a summary thereof having been
published in the Official Journal and in full at WWW.TANGIPAHOA.ORG
together with a notice of public hearing, which was held in accordance with
said public notice, was brought up for final passage on July 13, 2026.

7. ADOPTION of T.P. Ordinance No. 26-19 - An Ordinance extending the
temporary moratorium established by T.P.
Ordinance No. 25-43 on the acceptance, processing, and approval of any
applications or requests made pursuant to Article
IX of Chapter 26 of the Tangipahoa Parish Code of Ordinances relating to
Halfway Houses, Addictive Disorder
Treatment Facilities, Juvenile Detention Facilities, Live-In Mental Health
Facilities, Sober-Living Homes, and Homeless Shelters through Septem-
ber 14, 2026; and otherwise providing with respect thereto - The following
ordinance which was previously introduced in written form required for
adoption at a regular meeting of the Tangipahoa Parish Council on
June 22, 2026, a summary thereof having been published in the Official
Journal and in full at WWW.TANGIPAHOA.ORG together with a notice of
public hearing, which was held in accordance with said public notice, was
brought up for final passage on July 13, 2026. Motion by Mr. Vial, second-

8. INTRODUCTION of T.P. Ordinance No. 26-20 - An Ordinance to provide
for an exemption of Parish Government One Cent (1¢) Sales Taxes on purchases of
Firearms, Ammunition, and Hunting Supplies during the State of Louisiana Second
Amendment Weekend Sales Tax Holiday, September 4-6, 2026. Motion by Mr. Wells,
seconded by Mr. Vial to introduce T.P. Ordinance No. 26-20 and set public hearing
for Monday, July 27, 2026, at 5:30pm for purpose of receiving input on the adoption

9. INTRODUCTION of T.P. Ordinance No. 26-21 - An Ordinance providing
for canvassing the returns and declaring the results of the election held in the Parish
of Tangipahoa, State of Louisiana, on Saturday, May 16, 2026 and to promulgate
the results thereof. Motion by Mr. Havis, seconded by Mr. Joseph to introduce T.P.
Ordinance No. 26-20 and set public hearing for Monday, July 27, 2026, at 5:30pm for
purpose of receiving input on the adoption thereof. Roll call as follows:

10. INTRODUCTION of T.P. Ordinance No. 26-22 - An Ordinance directing
the renewal of the levy and collection of a four (4) mills ad valorem tax on all property
subject to taxation within the boundaries of the Parish for a period of ten (10) years,
beginning with the year 2027 and ending with the year 2036, for the purpose of main-
tenance, operation and development of its Parish health units and for the promotion
and conservation of public health. Motion by Joseph, seconded by Mr. Sinagra to
introduce T.P. Ordinance No. 26-22 and set public hearing for Monday, July 27, 2026,
at 5:30pm for purpose of receiving input on the adoption thereof. Roll call as follows:

11. INTRODUCTION of T.P. Ordinance No. 26-23 - An Ordinance to authorize
the sale of certain immovable property located at 19451 Hwy 40, Loranger, LA
declared surplus in T.P. Ordinance No. 26-15 in District 2 to Keith Winget, and to au-
thorize the Parish President or his authorized designee to sign any and all documents
in regard to the sale and transfer of the property. Motion by Mr. Sinagra, seconded by
Mr. Havis to introduce T.P. Ordinance No. 26-23 and set public hearing for Monday,
July 27, 2026, at 5:30pm for purpose of receiving input on the adoption thereof. Roll

PROCES VERBAL & ADOPTION OF RESOLUTIONS
12. READING OF THE PROCES VERBAL – Ms. Hyde read the canvass
of votes cast at the election held in the Parish of Tangipahoa, State of
Louisiana, on Saturday, June 27, 2026 for its Parish Health Units it was
therefore shown that there was a total of 7,509 votes cast IN FAVOR OF
the Proposition and a total of 5,528 votes cast AGAINST the Proposition,
as hereinabove set forth, and that there was a majority of 7,509 votes cast
IN FAVOR OF the Proposition therefore the proposition passes. No Action
required by the council. No Action required by the council.
13. ADOPTION of T.P. Resolution No. R26-19 - A Resolution providing for can-
vassing the returns and declaring the result of the special election held in
the Parish of Tangipahoa, State of Louisiana (the “Parish”), on Saturday,
June 27, 2026, to authorize the renewal of the levy and collection of a
four (4) mills ad valorem tax on all property subject to taxation within the
boundaries of the Parish for a period of ten (10) years, beginning with the
year 2027 and ending with the year 2036, for the purpose of maintenance,
operation and development of its Parish health units and for the promotion
and conservation of public health; and providing for other matters in
connection therewith. – Motion by Mr. Joseph, seconded by Mr. Sinagra to

President to sign an Intergovernmental Agreement with Washington Parish
Government for the Rehabilitation of Cecil Painter Road – Motion by Mr.
Sinagra, seconded by Mr. Vial to adopt T.P. Resolution No. R26-19, having

Mr. Joseph thanked the citizens of Tangipahoa Parish for their support in renewing the
Health Unit tax.
Mr. Havis welcomed Mrs. Cindy Benitez back to the Council meeting and stated that
he was glad to see her in attendance.
