The St. Helena Parish Police Jury met in regular session in the Meeting Room

of the St. Helena Parish Police Jury Building at 17911 Hwy 43, Greensburg,

Louisiana, on Tuesday, September 8, 2026 @ 6:00 P.M.

Invocation was led by President Quanika H. Muse, followed by the Pledge.

Roll Call:

Police Jurors present: President Quanika H. Muse, Jule C. Wascom, Willie Morgan,

Warren McCray, Jr., Ryan Byrd, Doug Watson

Police Jurors absent: None

A motion was made by Mr. Ryan Byrd, seconded by Mr. Jule C. Wascom, and

unanimously carried by all Police Jurors present to approve minutes for August 11,

2026, as prepared and emailed to Jurors

New Business:

A motion was made by Mr. Ryan Byrd, seconded by Mrs. Quanika Muse, and

unanimously carried by all Police Jurors present to approve invoice from Brunt

Construction, Inc. i/a/o $203,785.09 for the Audubon Regional Library Project

A motion was made by Mr. Ryan Byrd, seconded by Mrs. Quanika Muse, and

unanimously carried by all Police Jurors present to adopt a a Resolution for the St.

Helena Council on Aging public transportation program, authorizing the St. Helena

Parish Police Jury President to execute and submit applications, assurances,

certifications, grant agreements, financial activity reports, and other required

documents to the Louisiana Department of Transportation and Development (DOTD)

in connection with Federal Transit Administration (FTA) Section 5311 and other

applicable transit assistance programs; and to execute the related Section 5333(b)

Labor Warranty and required federal certifications and assurances

A motion was made by Mr. Doug Watson, seconded by Mr. Ryan Byrd, and

unanimously carried by all Police Jurors present to approve the quote from Empire

Truck Sales, LLC for the purchase of two (2) 2027 Western Star 47X trucks with

Warren dump bodies and equipment, at $208,351.40 per unit, for a total cost of

$416,702.80, payable from the RBM Fund

A motion was made by Mr. Jule C. Wascom, seconded by Mr. Willie Morgan, and

unanimously carried by all Police Jurors present to approve the Government Capital

Corporation financing proposal for the purchase of a new pumper engine for St.

Helena Parish Fire Protection District No. 3, at a total cost of $676,918.00, with a

$100,000.00 down payment and $576,918.00 financed for ten (10) years at 5.364%,

with estimated annual payments of $76,210.61; adopt the related Lease-Purchase

Resolution; and authorize the Police Jury President to execute all necessary financing

documents

No action was taken regarding Ms. Rita Allen’s request to designate Frazier Cemetery

Road as a private road. President Quanika Muse stated the Police Jury’s position and

advised Ms. Rita Allen to seek legal counsel regarding the matter.

No action was taken regarding the appointment to the Audubon Regional Library

Board to represent St. Helena Parish. The matter will be placed on the agenda for

October 13, 2026, regular meeting for consideration and possible action.

Motion was made by Mr. Doug Watson, seconded by Mr. Ryan Byrd, to approve a

$1.00 per hour pay increase for John Scott and Henry Watson passed by the following

vote thereon: o YEAS: Quanika H. Muse, Warren McCray, Jr., Ryan Byrd, Doug

Watson o NAYS: Jule C. Wascom, Willie Morgan

ABSENT: None

ABSTAIN: None

A motion was made by Mr. Ryan Byrd, seconded by Mr. Doug Watson, and

unanimously carried by all Police Jurors present to authorize Angelica Robertson to

attend the PERS Admin training on October 26, 2026

A motion was made by Mr. Ryan Byrd, seconded by Mrs. Quanika Muse, and

unanimously carried by all Police Jurors present to approve requisitions, as per copies

presented by Purchasing Agent

A motion was made by Mr. Ryan Byrd, seconded by Mr. Willie Morgan, and

unanimously carried by all Police Jurors present to acknowledge receipt and review of

the monthly disbursement register, including checks, ACH payments, electronic fund

transfers (EFTs), and other authorized disbursements processed since the last regular

meeting

A motion was made by Mr. Willie Morgan, seconded by Mr. Jule C. Wascom to

approve the conditional employment of Leshawn Turner failed by the following vote

thereon: o YEAS: Jule C. Wascom, Willie Morgan, Warren McCray, Jr.

NAYS: Quanika H. Muse, Ryan Byrd, Doug Watson

There being no further business to come before the Police Juror, the meeting was

adjourned on motion duly made by Mr. Ryan Byrd, seconded by Mr. Doug Watson

and unanimously carried by the Police Jurors to meet in regular session at 6:00 pm
