Minutes of the Board of Commissioners of Gravity Drainage District #5 of Tangipahoa Parish, La. held on Monday August 17,2026, the regular meeting place, City Hall, 308 Ave G Kentwood, La.
The Board of Commissioners of Gravity Drainage District #5 of Tangipahoa Parish, La. met on the above date in regular session and was called to order by Board Member, Michael Kazerooni, and the following members present:
Present: Michael Kazerooni, George Hayes III, Russ Carter
Absent: Barrett Travis
Late: Ronald Robertson
The roll call showed a quorum to be present. Whereupon a motion was made by George Hayes III duly seconded by Russ Carter unanimously carried that the reading of the minutes of the meetings dated July 20, 2026, and July 27, 2026, be dispensed with and that they be adopted as of record and published in the official journal.
Any public comments at this time were taken.

New Business:
The Financial report on the general condition of the district was given. A motion was made by Russ Carter duly seconded by George Hayes III and unanimously carried, that the report of the Secretary Treasurer report be approved, and all bills are approved to be paid.
Board member Michael Kazerooni opened the election for 2026-2027 officers; Michael Kazerooni nominated Russ Carter to be President. A motion was by Michael Kazerooni duly second by George Hayes III unanimously carried to accept Russ Carter as the new President. Board member Michael Kazerooni closed the election for President. A motion was made by George Hayes III, duly second by Russ Carter unanimously carried to close the election for President. President Russ Carter opened the election for the 2026-2027 Vice President. George Hayes III nominated Michael Kazerooni to be Vice President. A motion was made by George Hayes III duly second by Michael Kazerooni and unanimously carried to be the next Vice President. A motion was made by Michael Kazerooni and George Hayes III duly second by and unanimously carried to close the election of officers.
George Hayes III spoke about the culvert on Miller Drive that needs to be fixed. George Hayes III mention that a letter can be done from the district and also the from the mayor. Russ Carter and Michael Kazerooni stated that a letter has been done and it fixed before. George Hayes III suggested that the mayor rewrite a letter and that the drainage district also send a letter. A motion was made by George Hayes III duly second by Michael Kazerooni and unanimously carried to allow Russ Carter, President to write a letter to send to the Parish about the culvert on Miller Drive. Russ Carter gave an update on the Smith property on Hwy 51. Everything was cleaned up.
With no other business appearing before the board a motion was made by Michael Kazerooni duly seconded by George Hayes III and unanimously carried the meeting adjourned.
