A regular meeting was held Monday, September 9, 2024 at 6:00 p.m. in Council Chambers at City Hall in
Ponchatoula, LA.
Mayor Daniels called the meeting to order and Mrs. James gave the invocation and led the Pledge of Allegiance.
Council members present: Jeff Wright, Roslind Batiste, Danny Elstrott, Melvin Toomer, Vergil Sandifer
Public Input- none
Mr. Wright motioned to accept the minutes of the August regular meeting. Mrs. Batiste seconded the motion
which carried with all present in favor.
Mayor Daniels noted that the Building, Downtown, Fire, and Police reports are in the council packets.
Mayor Daniels advised Financials are in their packets.
Mrs. Batiste introduced and called for a public meeting on October 7, 2024 for An Ordinance Prohibiting the sale of
Mitragyna Speciosa Korth (Kratom) and/or any of its analog in the City of Ponchatoula.
Mrs. Batiste introduced and called for a public meeting on October 7, 2024 for An Amendment to Ordinance 781
Schedule of fees and charges.
Mr. Daniels opened the floor to the public meeting of an Ordinance Levying a Tax on all Taxable property within
the corporate limits of the City of Ponchatoula for the year 2024. There was no public input. Mrs. Batiste motioned
to passed the Ordinance. Motioned second by Mr. Elstrott. Motion passed with all in favor.
Mr. Daniels opened the floor to the public meeting of an Ordinance Levying a Tax on all Taxable property within
the corporate limits of the City of Ponchatoula for the year 2024, not to exceed the prior year’s maximum millage
rate. There was no public input. Mr. Sandifer motioned to pass the Ordinance. Motion second by Mrs. Baitiste.
Motion passed with all in favor.
Mr. Daniels opened the floor to the public meeting of an Ordinance to Preserve all public parks and other public
places, regulate to permitted uses thereon, provide for the safety of the citizens of Ponchatoula, and to provide for
the penalties for non- conformity of same. No public input was made. Mr. Wright motioned to pass the Ordinance.
Motion second by Mrs. Batiste. Motion passed with all in favor.
Mr. Daniels opened the floor to the approval of an Alcohol and variance permit for Twin Steeples The Village Arts
Market event on October 12 & 13, 2024 on E. Oak and 5 th street. Mr. Wright motioned to approval the permit.
Motion second by Mr. Sandifer. Motion passed with all in favor.
Mr. Daniels opened the floor to the approval of an Alcohol and variance permit for the Strawberry Festival Board’s
Toula Que and Fall Festival on November 1 & 2, 2024 at Memorial Park. Mr. Sandifer motioned to approval the
permit. Motion second by Mr. Elstrott. Motion passed with Sandifer, Toomer, Elstrott and Batiste for. Wright
Abstained.
Mayor Daniels called for Officials Rights of Personal Privilege.
Mr. Wright motioned to adjourn the meeting at 6:18p.m., which was seconded by Mrs. Batiste. Motion passed
with all present voting in favor.
