A regular meeting was held Monday, May 13, 2024 at 6:00 p.m. in Council Chambers at City Hall in
Ponchatoula, LA.
Mayor Zabbia called the meeting to order, and Mrs. James gave the invocation and led the Pledge of
Allegiance.
Council members present: Vergil Sandifer, Melvin Toomer, Byron Ragan, Roslind Batiste, Jeff Daniels
Public Input – none
Mr. Daniels motioned to accept the minutes of the April regular meeting. Mrs. Batiste seconded the
motion which carried with all present in favor.
Mayor Zabbia noted that the Building, Downtown, Fire, and Police reports are in the council packets.
Mayor Zabbia advised Financials are available in the Finance Managers Office.
Mr. Ragan opened and called for a public hearing on June 10, 2024 for the AMENDMENT #1 TO
ORDINANCE No. 808 – AN ORDINANCE ADOPTING AN ANNUAL BUDGET FOR THE FISCAL YEAR
BEGINNING JULY 1, 2023 AND ENDING JUNE 30, 2024.
Mr. Ragn opened and called for a public hearing on June 10, 2024, for the AN ORDINANCE ADOPTING AN
ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2024 AND ENDING JUNE 30, 2025.
Mayor Zabbia opened the floor to the public hearing for an ORDINANCE AMENDING CHAPTER 98 –
UTILITIES, ARTICLE II – WATER AND SEWERAGE SYSTEM, OF THE PONCHATOULA CODE OF ORDINANCES
changing the discontinuance of service date from the 21st of every month to every 3rd Tuesday of the
month. A motion to pass was made by Mr. Daniels. Second by Mrs. Batiste. Motion passed with all in
favor.
Mayor Zabbia opened the floor to a Resolution to surplus Street Department equipment and a Truck
bed. A motion to pass was made by Mr. Sandifer. Second by Mr. Daniels. Motion passed with all in favor.
Mayor Zabbia opened the floor to the approval of an alcohol permit for Manila’s Café at 363 W. Pine St.
Mr. Toomer motioned to amend the approval following that they adhere to all state guidelines. Motion
second by Mr. Ragan. A motion to approve was made by Mr. Ragan. Second by Mrs. Batiste. Motion
passed with all in favor.
Mayor Zabbia noted Item 10 is pulled from the agenda at the request of the Requester John Jackson. He
will ask to be added back to the agenda at a later time.
Mayor Zabbia called for Officials Rights of Personal Privilege.
Mr. Ragan motioned to adjourn the meeting at 6:10p.m., which was seconded by Mrs. Batiste. Motion
passed with all present voting in favor.
