PUBLIC NOTICE TO RUN ON MONDAY JULY 14, 2025:

To: All interested Federal, State, and Local Agencies, Groups, and Individuals

This is to give notice that the Tangipahoa Parish Government, under Part 58 has

conducted an evaluation, as required by Executive Orders 11988 and 11990, in

accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making

Determinations on Floodplain Management, to determine the potential affect this activity

in the floodplain and wetland will have on the human environment for Tangipahoa

Landfill Drop-Off Area project.

The Proposed Project is located at the Tangipahoa Parish Landfill, located in

Independence, Louisiana. The project site covers approximately 6.0 acres and can be

found at 30° 41’ 11.89’’ N, 90° 33’ 46.89’’ W. The Tangipahoa Parish Landfill Drop-off

area is currently accessible only via a dirt road. Along with this restricted accessibility,

the current Drop-off area is limited in its overall capacity and organization. The current

state of this site increases the likelihood of unauthorized dumping and storm debris

accumulation in waterways and/or roadways. The proposed activity to be completed

using RCIP funding involves the extension of the current Drop-off site and the

construction of a paved, all-weather accessible road to access the Drop-off area. The

extended Drop-off area will also include new dumpsters and storage containers marked

for specific categories of disposed material. The intent of this proposed project is to

improve the accessibility and effectiveness of the Tangipahoa Parish Landfill Drop-off

area in hopes to mitigate the negative impacts of debris accumulation following storm

events.

There are three primary purposes for this notice. First, people who may be affected by

activities in floodplains and those who have an interest in the protection of the natural

environment should be given the opportunity to express their concerns and provide

information about these areas. Second, an adequate public notice program can be an

important public educational tool. The dissemination of information about floodplains

can facilitate and enhance Federal efforts to reduce the risks associated with the

temporary impacts to the special areas. Third, as a matter of fairness, when the Federal

government determines it will participate in actions taking place in floodplains, it must

inform those who may be put at a greater or continued risk.

Written comments must be received by Michael Hill, Project Manager and

Environmental Scientist at ELOS Environmental, LLC, on behalf of the Tangipahoa

Parish Government, no later than July 30, 2025. Comments should be submitted during

regular business hours, between 8:00 AM and 5:00 PM, at the following address: 607 W
