MINUTES OF THE TANGIPAHOA PARISH COUNCIL
JUNE 9, 2025 MEETING
The Tangipahoa Parish Council met on the 23rd day of June 2025 in Regular Session and was called to order
by Mr. David Vial, Chairman at 5:30pm. The Chair asked all cell phones to be muted or turned off.
The Invocation was given by Councilman Sinagra and the Pledge of Allegiance was led by Councilman
Ridgel.

ADOPTION OF MINUTES Motion by Mr. Joseph, seconded by Wells to adopt the minutes of the regular meeting

1. APPROVAL TO HIRE – Motion by Mr. Joseph, seconded by Mr. Ingraffia to approve to hire a contractor to
cut grass and remove debris at 57161 Hano Road, Independence, LA 70443, Assessment #481807 in District 3
and lien property the cost of the contract plus administrative fees. Roll call vote as follows: YEA: Mr. Sinagra,

action was required on this item, as the owner had already removed the structure at 17060 Lavigne Rd,
Ponchatoula, Assessment #1786202, District 8.
8. ACCEPT RECOMMENDATION OF CONDEMNATION REPORT – President Miller announced this is in
District 6 not District 10. Motion by Mr. Wells, seconded by Mrs. Cieutat to accept recommendation of
condemnation report for 44087 Stein Rd. Hammond, Assessment #1871803, District 6. Roll call vote as
follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis, Mr. Ridgel, Mr. Wells, Mr. Vial, Ms. Hyde,

President Miller announced an update, 142 owners cleaned up their own property, 14 the parish cleaned up, and 22
cleaned up with the Ida private property debris grant from DRC for a total of 178 properties cleaned up since
2022.
REGULAR BUSINESS
9. FY 2024 AUDIT REPORT PRESENTATION – Paul Riggs presented the FY 2024 giving the parish an A
score. Motion by Mr. Joseph, seconded by Mr. Wells to accept the FY 2024 Audit report by James Lambert
Riggs & Associates, Inc. Roll call vote as follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis,
Mr. Ridgel, Mr. Wells, Mr. Vial, Ms. Hyde, Mrs. Cieutat ABSENT: Mr. Mayeaux
10. PRESENTATION - 2045 Plan Implementation Update – Evelyn Campo with Desire Line presented a power
point update and invited the public to attend the next meeting on July 16, 2025, at the Florida Parishes Arena’s
Event Center at 4:30pm for public input.

11. ADOPTION of T.P. Ordinance No. 25-16 - An Ordinance establishing a No Truck Route on West Pleasant
Ridge Road at the intersection of South Pleasant Ridge Road toward North I-12 Service Road in District 8 -
The following ordinance which was previously introduced in written form required for adoption at a regular
meeting of the Tangipahoa Parish Council on May 27, 2025, a summary thereof having been published in the

COUNCILMEN'S PRIVILEGES
Ms. Hyde announced a public meeting on Thursday, June 26th from 6pm-8pm for the Regional Planning working with
the parish on a feasibility study looking at infrastructure around Hwy 445 and Firetower Road.
Mr. Sinagra commended Quincy and the crew on behalf of his constituents for the great work cleaning their road.
Mr. Joseph expressed his condolences to the Harry Lavine family and announced the Unveiling Ceremony on Friday,
June 27th at 1:30pm of the only Tangipahoa Parish Medal of Honor recipient, Mike Clausen’s, uniform and medals at
the Clausen building.
The Chair asked for a motion to ENTER into Executive Session, Motion by Mr. Wells, seconded by Mr. Havis to enter

LEGAL MATTERS
21. EXECUTIVE SESSION John Robert "Bobby" Cortez v. TPG, et al, 21st JDC, Tangipahoa Parish, Suit No.

The Chair asked for a motion to EXIT Executive Session, Motion by Mr. Wells, seconded by Ms. Hyde to
EXIT executive session. Roll call vote as follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis, Mr.
Ridgel, Mr. Wells, Mr. Vial, Ms. Hyde, Mrs. Cieutat ABSENT: Mr. Mayeaux
Mr. Moody, Legal Counsel, announced the discussion of potential settlement of the case challenging the adoption of
the parish charter where propositions were not divided or voted on collectively and the potential settlement that would
help resolve the lawsuit yet protect the voters that voted. Legal Counsel asked for authority from the council to enter
into that settlement with details discussed in executive session. Motion by Ms. Hyde to grant authority, seconded by
