  1. CALL TO ORDER.

                                              

  1. Roll call was read by Town Clerk, Julie Peterson.

 

  1. Present was Larry Cardaronella, Joe Galofaro, Eric Costa, Mike Muscarello, Gaye Guzzardo.   Quorum was present. 

 

  1. Prayer was led by Larry Cardaronella.

 

  1. Pledge was led by Chief Frank Edwards.

 

  1. Public Input: None.

 

  1. A motion was made by Eric Costa, seconded by Joe Galofaro to approve the minutes from the June 10, 2025 Regular Meeting.  Voting to approve was as follows:

  YEAS: Larry Cardaronella, Joe Galofaro, Eric Costa, Mike Muscarello, Gaye Guzzardo.

  NAYS: None

  ABSENT: None

  ABSTAINED: None

 Motion to approve minutes from June 10, 2025 Regular Meeting was passed unanimously.                 

  1. A Motion was made by Eric Costa, seconded by Joe Galofaro to approve the minutes from the June 17, 2025 Special Meeting. Voting to approve was as follows:

    YEAS: Larry Cardaronella, Joe Galofaro, Eric Costa, Mike Muscarello, Gaye Guzzardo.

    NAYS: None 

    ABSENT: None

    ABSTAINED: None

    Motion to approve minutes from June 17, 2025 Special Meeting was passed unanimously. 

 

OLD BUSINESS:

 

Mr. Aaron Jackson was present to be re-appointed to the Independence Housing Authority Board of Commissioners.  Town Attorney Nicky Muscarello swore Mr. Jackson in for his 2nd term which would expire in 2030.  

 

 

NEW BUSINESS:

                                                                                                                                    

a.              The proclamation to call a special election due to the recent resignation of Aldermen Luke Suarez was read by Town Clerk Julie Peterson. A motion was made by Eric Costa, seconded by Mike Muscarello to adopt the proclamation. Voting to adopt was as follows:

                  YEAS: Larry Cardaronella, Joe Galofaro, Eric Costa, Mike Muscarello, Gaye Guzzardo 

                  NAYS: None

                  ABSENT: None

                  ABSTAINED: None

                  Motion to adopt proclamation to call a special election passed unanimously.

 

b.               Town Attorney Nicky Muscarello presented the resolution to accept the donation of the American Legion Building located at 408 West 7th Street. A motion was made by Larry Cardaronella, seconded by Eric Costa to approve the resolution.  Voting to approve was as follows:

                  YEAS: Larry Cardaronella, Joe Galofaro, Eric Costa, Mike Muscarello, Gaye Guzzardo

                  NAYS: None

                  ABSENT: None

                  ABSTAINED: None

                  Motion to approve resolution accepting the donation of the American Legion Building located at 408 West 7th Street was passed unanimously.

 

c.               A motion was made by Eric Costa to introduce Ordinance #2025-1128.  This ordinance will change the start time of the Regular Meeting from 6:30pm to 5:30pm.  A public hearing will be held at the Regular Meeting held on August 12, 2025 at which time voting to adopt will take place.

 

d.              A motion was made by Larry Cardaronella to introduce Ordinance #2025-1129. The purpose of this ordinance is to limit the amount of fill dirt allowed to be added to a lot during new construction of residential or multi-family construction.                      

 

                                                                                                                         

REMARKS:

 

Mayor Pro-Tem Larry Cardaronella: Congratulated Independence High School for their students test scores.  He thanked the principal for his work at the school.

Gaye Guzzardo: Thanked the board for welcoming her and she was looking forward to working with everyone.
