REGULARLY SCHEDULED MEETING AMENDMENT ORDINANCE

Be it ordained by the mayor and board of aldermen of the Village of Tangipahoa, Parish of Tangipahoa, State of Louisiana, on this _25th_______ day of _August________________________, 20_25____, as follows:
Definitions
A meeting is a convening of a quorum of a public body to deliberate or act on a matter that the public body has supervision, control, jurisdiction, or advisory power over. A meeting is also a convening of a quorum of a public body by the public body or public official to receive information regarding a matter that he public body has supervision, control, jurisdiction, or advisory power over.
A quorum is a simple majority of the total membership of a public body. Two (2) aldermen constitute a quorum.
An open meeting is a meeting of the Village of Tangipahoa’s Governmental Body, where decisions by the government are made in an open forum.
An executive session is a session of an open meeting that is closed to the public.
Place, Time, and Date of Regularly Scheduled Meetings
All regularly scheduled meetings shall be held on the second (2nd) Tuesday of each month at six o’clock (6:00) p.m.
All regularly scheduled meetings shall be held at the Village Hall located at 12616 Jackson Street, Tangipahoa, Louisiana 70465.
All regularly scheduled meetings shall be considered open meetings. This does not preclude the decision by the majority of the board of aldermen to convene an executive session within the meeting.
Notice
The written notice of regularly scheduled meetings shall be affixed on the meeting place at least twenty-four (24) hours before the commencement time of the regularly scheduled meeting. The twenty-four (24) hour period is exclusive of any legal holidays and/or weekends.
The mayor, clerk, or a member of the board of aldermen may affix the notice to the meeting place of the regularly scheduled meeting.
The notice shall include the address of the meeting place.
The notice shall include the time and date of the meeting.
The notice shall also include the agenda.
Agenda
Members of the public who wish to place items on the agenda shall complete and submit a form to the clerk or village representative present at the village hall at least seven (7) days before the regularly scheduled meeting. The form must state the person’s name. The form must also clearly state the item(s)/subject matter(s) that the person wishes to be placed on the agenda.
Within twenty-four (24) hours, exclusive of weekends and holidays, of the commencement time of the regularly scheduled meeting, no subject matter can be added or subtracted from the agenda.
By unanimous consent, the board of aldermen may amend the agenda during the meeting to add a subject matter that was not originally placed on the agenda.
Each item on the agenda shall be listed separately and read aloud before any action is taken on the item.
Public Input
There shall be an opportunity for public input at all regularly scheduled meetings.
Public input shall be placed at the beginning of all agendas, so that the public may have an opportunity to speak on all agenda items before any action is taken.
Any member of the public who wishes to speak about an item on the agenda must complete and submit the form before the commencement of the meeting. The form must state the person’s name and the item on the agenda that the person would like to speak on.
Each person shall have two (2) minutes to speak on each agenda item that he/she chooses.
Presiding Officer
The mayor is the presiding officer of all meetings.
In the mayor’s absence, the mayor pro temp shall act as the presiding officer.
In the absence of the mayor and mayor pro temp, the board of aldermen shall select one of themselves to act as the presiding officer.
The presiding officer shall call each agenda item by name before any action is taken.
Minutes
The clerk shall attend all meetings to record all minutes of the proceedings.
The clerk must request permission from the mayor, as supervisor, to be absent from a meeting.
If the clerk is unable to attend a regularly scheduled meeting, the mayor shall record the minutes or appoint an alderman to do so.
If both the clerk and mayor are absent from a regularly scheduled meeting, the mayor pro temp shall record the minutes or appoint another alderman to do so.
If the mayor or aldermen recorded the minutes, he/she shall submit a copy of the minutes to the clerk within a reasonable time period following the meeting. The reasonable time period shall not exceed fourteen (14) calendar days.
The clerk shall keep a book labeled as “Municipal Minutes, Village of Tangipahoa.” The clerk shall record all proceedings of the mayor and board, keeping the minutes fully alphabetically indexed, so that all entries on the minutes can be easily found.
All minutes shall include the following:
The date, time, and place of the meeting;
The members of the board of aldermen recorded as either present or absent;
The substance of all matters decided; and
A record of any votes taken.
Minutes do not have to be verbatim transcripts of the meeting.
Minutes can be summaries.
Minutes shall be readily available for public inspection, in accordance with the Public Records Doctrine, within a reasonable time period.
When the Village of Tangipahoa has an operable website, the minutes shall be posted on the website. The minutes shall remain on the website for a minimum of three (3) months following the posting. The minutes shall be posted on the website within a reasonable time period following a regularly scheduled meeting. The reasonable time period shall not exceed twenty (20) calendar days following a regularly scheduled meeting.
It shall not be mandatory that a meeting is recorded by an electronic recorder. However, if a meeting is recorded by an electronic recorder, the recording shall be kept to be readily available for inspection for a reasonable time period. The reasonable time period shall not exceed three (3) months.
Executive Session
The board of aldermen, upon affirmative vote, may conduct an executive session within an open meeting.
The polling results of the board of aldermen in favor or opposed to conducting an executive session shall be recorded in the minutes.
The reason for conducting an executive session shall be recorded in the minutes.
The board of aldermen my only conduct an executive session for the reasons listed in Louisiana Revised Statute 42:17.
No action/vote shall be taken in an executive session. In order to take an action/vote on any subject matter, the majority of the board of aldermen must adjourn the executive session, and reconvene the open meeting.
Continuance
Any regularly scheduled meeting may be continued to another date and time that is announced at the meeting.
There must be consent of the majority of the board of aldermen for a meeting to be continued to another date and time.
Any meeting continued for a lack of a quorum shall only be continued once. The aldermen present shall announce the date and time of the continuance.
The Village of Tangipahoa shall conduct one regularly scheduled meeting each calendar month.
Repeal
Any ordinance that conflicts with this ordinance is hereby repealed, and this ordinance shall take precedence over it.
Validity and Severability
If any section, subsection, or provision of this ordinance should be declared unconstitutional, invalid, or prohibited, the decision shall not affect the validity of this ordinance as a whole or any part thereof, other than the part so declared unconstitutional, invalid, or prohibited. All other sections, subsections, and provisions shall remain active law.
Effective Date
This ordinance shall go into effect immediately after its promulgation.
