PUBLIC HEARING
CONDEMNATION HEARING - 25017 Corban Lane, Amite, LA, Assessment #6118623, District 1 – Jerry
McDowell, TPG Blighted Property Division, informed the council the property owner was not present.
T.P. Ordinance No. 25-20, T.P. Ordinance No. 25-23 – no one asked to speak on these items
T.P. Ordinance No. 25-21 - An Ordinance to grant a variance to Section 36-112-Special Classification Property
Development Standards, (A)-Mobile/Manufactured Homes Placement Standards for Placement on a Single
Lot for Dorothy Bridgewater, Assessment #2686708 in District 8 – Dorothy Bridgewater, 44313 Zeno Ln,
Hammond, addressed the council to request approval to place a single wide trailer on her lot after she tears
down the house, she is currently living in. Ms. Bridgewater stated the house is old and has numerous issues in
the living area.
Mr. Havis asked Ms. Bridgewater if the trailer would be placed in front or behind the current house. She
stated the house would be torn down before the trailer gets placed on the lot.
Mr. Ridgel asked Ms. Bridgewater if she was currently living in the home. She stated she is living in one
room of the house with a bathroom.
T.P. Ordinance No. 25-22 - An Ordinance to grant a variance to Section 36-90-Minor Subdivision Standards,
(A)(2) Frontage for David Jenkins, Assessment #6210058 in District 4 – Ross Kinchen, 19144 Florida Blvd,
Albany, Surveyor, handed out a diagram of the property and spoke on behalf of the technicalities.
Mr. Ingraffia asked Mr. Kinchen 20 years down the road, is the servitude recorded so both residents can have
access to the road. He stated yes, they will have a legal binding document giving them both access permission.
Mr. Havis asked Mr. Kinchen if he created the document he handed out. Mr. Kinchen stated yes.
Mr. Havis asked Mr. Kinchen at what point in his survey process did he inform the Jenkins’ they would need a
variance. Mr. Kinchen stated he didn’t realize it until he submitted it to the Planning Office.
Mr. Mayeaux asked Mr. Kinchen if the servitude was solely owned by the Jenkins’ family. He stated the
family owns the 40’ strip that goes to the road.
Mr. Havis asked Mrs. Tracie Schillace, TPG Planning Director, about the property being grandfathered in
based on the property being survey like this in 1996. She stated this is not about the property being
grandfathered, it’s about the servitude or the right of way.
Cade Jenkins, 51075 Jenkins Lane, Tickfaw, spoke on his behalf requesting the variance be approved.
Deburah Jenkins, 19127 Null Rd, Loranger, spoke on behalf of her son, Cade, requesting the variance be
approved.
MINUTES OF THE TANGIPAHOA PARISH COUNCIL
AUGUST 11, 2025 MEETING
The Tangipahoa Parish Council met on the 11th day of August 2025 in Regular Session and was called to order
by Mr. David Vial, Chairman at 5:30pm. The Chair asked all cell phones to be muted or turned off.
The Invocation was given by Councilwoman Hyde and the Pledge of Allegiance was led by Councilwoman
Cieutat.
The following members were PRESENT: Darrell Sinagra, John Ingraffia, Louis Joseph, Joseph Havis, Buddy
Ridgel, Joey Mayeaux, Lionell Wells, David Vial, Brigette Hyde, Strader Cieutat
ADOPTION OF MINUTES Motion by Mr. Joseph, seconded by Mr. Havis to adopt the minutes of the regular
meeting dated July 28, 2025. Roll call vote as follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis, Mr.
Ridgel, Mr. Mayeaux, Mr. Wells, Ms. Hyde, Mrs. Cieutat ABSTAIN: Mr. Vial

PARISH PRESIDENT'S REPORT
1. APPROVAL OF CHANGE ORDER – President Miller made known this is a FTA grant for Ponchatoula
which passes through the parish. He noted the City of Ponchatoula agrees with the change order. Mr. Havis
asked if this would be any of the parish’s money. Mr. Miller stated this is federal money or City of
Ponchatoula money. Motion by Ms. Hyde, seconded by Mrs. Cieutat to approve change order #1 for an
increase of $44,465.69 and 28 days for Ponchatoula Pedestrian Improvements - Pine Street. Roll call vote as
follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis, Mr. Mayeaux, Mr. Wells, Ms. Vial, Ms.
Hyde, Mrs. Cieutat NOT VOTING: Mr. Ridgel
2. APPROVAL OF BID – President Miller made it known the lowest bidder withdrew his bid and all other bids
were over the budget. He asked the council to reject all bids. Motion by Mr. Havis, seconded by Mr. Ingraffia,
to reject all bids for the Section 8 Housing Office. Roll call vote as follows: YEA: Mr. Sinagra, Mr. Ingraffia,
Mr. Joseph, Mr. Havis, Mr. Ridgel, Mr. Mayeaux, Mr. Wells, Mr. Vial, Ms. Hyde, Mrs. Cieutat
3. DISCUSSION of Mow to Own Program – President Miller discussed the adjudicated property history where
the parish is considered the owner of the properties. In some cases, adjacent property owners are maintaining
the properties. A state law allows the adjacent property owner, that can certify, they have been maintaining the
property for over a year, and the property has been adjudicated for more than three years for the parish to sell
the property without a bid to the adjacent property owner. Administration will come up with some guidelines
to present to the council on the process. This will help with code enforcement calls of high grass on
adjudicated properties as well as get the properties back on the tax roll.
Mr. Vial asked if there was any information about what the properties could be sold for. President Miller stated
there are specific state laws that tell you what you can charge, like an admin fee, back taxes…he noted the goal
is to get the property back on the tax roll and moving again.2
Mr. Havis asked if a property owner quits paying on a property or loses the property but continues to maintain
it, can the owner buy it back? President Miller stated the neighbor could purchase the property but the owner
that lost the property could not.
Mr. Mayeaux asked about the interest in recovering the back taxes on the properties. President Miller stated
they may, but the big issue is the properties are a problem for the neighborhoods and neighbors, and this is an
easier streamline to get the properties back into commerce. The process will be looked at more in depth and
presented to the council.
Mr. Wells noted there is a similar program in Orleans that was done after the storm.
Mr. Vial asked if there were any kind of size limits or if they were lots. President Miller stated it is mostly
smaller properties.

4. DISCUSSION AND POSSIBLE ACTION ON CONDEMNATION – Motion by Mr. Sinagra, seconded by
Mr. Ridgel to give the property owner 60 days to demolish the structure at 25017 Corban Lane, Amite, LA,
Assessment #6118623, District 1 before the parish moves forward with the demolition. Roll call vote as

LEGAL MATTERS
13. SPECIAL AGENDA ITEM to consider a resolution – Motion by Mr. Havis, seconded by Ms. Hyde
authorizing the Parish President Robby Miller to execute a proposed settlement agreement in the John Robert
"Bobby" Cortez v. TPG, et al, 21st JDC, Tangipahoa Parish, Suit No. 20250001743. The agreement would end
a lawsuit filed challenging the legality of the Parish Home Rule Charter regarding term limits for the Council
and Parish President. The compromise would require the TPC to place a referendum on the ballot in April
2026 for the voters to approve an amendment that keeps term limits for the Council and President of no more
than four consecutive terms, calculated from January 1, 2016. Roll call vote follows: YEA: Mr. Sinagra, Mr.
