TOWN OF AMITE CITY COUNCIL MEETING MINUTES
September 2, 2025
The Mayor and City Council of the Town of Amite City, Louisiana came together in regular
session on the second day of September 2025 at 6:00 p.m. in the meeting room of City Hall, 212
E. Oak St., Amite, LA 70422.
Declaration
City Clerk Jewel McCoy read the public input statement.
Mayor Walter Daniels III called the council meeting to order and asked McCoy for roll call.

Others in attendance:
City Manager Mark Kolwe, City Attorney Chuck Reid, Assistant City Attorney Brad Stevens,
Police Chief Lendrick Francois, Fire Chief J. D. Stevens.
Prayer and Pledge
Gary Beard offered the opening prayer followed by Mayor Daniels leading the Pledge of
Allegiance.

A motion was made by Core, seconded by Sumrall to approve the following minutes:
August 5, 2025 - Regular Council Meeting
Motion passed with no objection.
Financial Statements
A motion was made by Sumrall, seconded by Coleman to approve the following financial
statement:
Budget to actual – July 31, 2025
Motion passed with no objection.
Mayor Walter Daniels III
1. Kolwe and McCoy informed the council that the city will be applying for a LCDBG
Louisiana Clearance Program 2026 grant in the amount up to $500,000.00. Some of the
requirements are holding two public hearings, getting property owners to give the town
permission to demolish the blighted property and having someone inspect each
property.
The first public hearing will be September 12, 2025, at 5 pm.
2. Kolwe informed the council that the city will be applying for a DRA 2025 federal award
grant through Litacorp. This grant will help with replacing water valves and give the
town approximately 25,000 feet of new water lines. The value of this grant is
approximately $2,100,000.00.
3. After Kolwe explained the need of filing a substantial completion certificate with the
Clerk of Court’s office, a motion was made by Sumrall, seconded by Guzzardo to
authorize Mayor Daniels to sign the substantial completion certificate for the
Wastewater Treatment Plant – Phase 1. A roll call vote was taken as follows:
YEAS: Coleman, Core, Guzzardo, Richardson, Sumrall
NAYS: None, ABSTAIN: None ABSENT: None
Motion passed.
4. A motion was made by Richardson, seconded by Richardson to table the Planning and
Zoning Commission recommendation to deny a variance allowing a 50-foot frontage
instead of an 100-foot frontage for property at 1803, 1805, 1901 and 1903 N. Duncan
Ave., until a review of the ordinance and procedures of the Planning and Zoning
Commission can be completed.
Motion passed with no objection.
5. A motion was made by Guzzardo, seconded by Sumrall, to appoint Charles Genco as City
Prosecutor. A roll call vote was taken as follows:

NAYS: None, ABSTAIN: None, ABSENT: None
Motion passed.
Council Member Rose Sumrall
1. Police: Chief Francios asked the council to set the date and time the city will observe
Halloween this year. A motion was made by Sumrall, seconded by Richardson to set trick
or treat date and time for this year to Thursday, October 30, 2025, from 5:30 p.m. to
7:30 p.m.
Motion passed with no objection.
2. Fire: Stevens wanted to thank our fire department and other first responders for helping
with the incident at Smitty’s Supply.
Richardson made a motion, seconded by Coleman to add Amite High homecoming to the
agenda. Core objected, therefore the motion failed.
A motion was made by Guzzardo, seconded by Sumrall to go into executive session concerning
the Daniel Street bridge. Motion passed with no objection.
A motion was made by Guzzardo, seconded by Core to return to regular session. Motion passed
with no objection.
Attorney Brad Stevens stated the Daniel Street bridge matter was discussed in executive session
with no action to be taken.
A motion was made by Guzzardo, seconded by Core to adjourn the meeting. Meeting adjourned.
