MINUTES OF THE BOARD OF COMMISSIONERS OF CONSOLIDATED
GRAVITY DRAINAGE DISTRICT NO. 1 OF TANGIPAHOA PARISH, STATE
OF LOUISIANA, HELD ON WEDNESDAY, NOVEMBER 26, 2025, AT 11:00
A.M., AT THE DOMICILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.
The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of
Tangipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:
STRADER CIEUTAT, JOSEPH HAVIS, III, JOHN G. INGRAFFIA, LOUIS “NICK” JOSEPH,
JOEY MAYEAUX, H.G. “BUDDY” RIDGEL, LIONELL WELLS
ABSENT: BRIGETTE HYDE, DAVID VIAL

A motion was made by Mr. Wells and seconded by Ms. Cieutat to adopt the Minutes of
the Regular Meeting dated November 12, 2025, and that they be dispensed and published
in the Official Journal of the District as record. Roll call vote was as follows:

NAYS: None

A motion was made by Ms. Cieutat and seconded by Mr. Ridgel to approve the drainage
plans of Bon Aire Estates Subdivision/Phase 2-Block G, as presented by McLin Taylor,
Inc. Roll call vote was as follows:

Mr. Jay Pittman of Spangler Engineering reported that the W8 Improvements at
Ponchatoula Cemetery [FY2025] Project should be complete in the next 2 – 3 weeks and
the Canal Maintenance [FY2026] Project is moving along as scheduled.

A motion was made by Mr. Havis and seconded by Mr. Ingraffia to award the General
Liability Insurance for 2026 to Stiel Insurance Services. Roll call was as follows:

Compensation Insurance for 2026 to Bridgefield Casualty Insurance Company through
Blumberg & Associates, Inc. Roll call was as follows:

Employee Alternate Work Schedule for the 2025-2026 Christmas/New Year Holidays.

In his report, the Administrator presented the October Financial Report and the Master
To Do List and Permit and Progress Report. A motion was made by Mr. Wells and
seconded by Mr. Havis to approve the Administrator’s Report. Roll call vote was as
follows:

In Personnel, a motion was made by Mr. Ridgel and seconded by Mr. Ingraffia to approve
the 1-year evaluation for an employee and to grant the corresponding pay rate on their
