TOWN OF AMITE CITY COUNCIL MEETING MINUTES

November 4, 2025

The Mayor and City Council of the Town of Amite City, Louisiana came together in
regular session on the second day of November 2025 at 6:00 p.m. in the meeting room
of City Hall, 212 E. Oak St., Amite, LA 70422.
Declaration
City Clerk Jewel McCoy read the public input statement.
Mayor Walter Daniels III called the council meeting to order and asked McCoy for roll
call.
The following council members were present:

Shirley Core
Charles “Mose” Guzzardo
Council member absent:
Kenyetta Richardson
Others in attendance:
City Manager Mark Kolwe, City Attorney Chuck Reid, Assistant City Attorney Brad
Stevens, Police Chief Lendrick Francois, Assistant Fire Chief Jason King.
Prayer and Pledge
Guzzardo offered the opening prayer followed by Daniels leading the Pledge of
Allegiance.

Minutes
A motion was made by Sumrall, seconded by Guzzardo to approve the following
minutes:
 October 2, 2025 - Regular Council Meeting
 October 7, 2025 - Special Council Meeting
Motion passed with no objection.
Financial Statements
A motion was made by Guzzardo, seconded by Sumrall to approve the following
financial statements:
 Budget to actual – September 30, 2025
 Cash disbursements - September 30, 2025

Motion passed with no objection.
Mayor Walter Daniels III
1. A motion was made by Sumrall, seconded by Coleman to introduce Ordinance
No. 13-2025 establishing a 2 ½% increase for the Chief of Police. The public
hearing and vote will be held at the council meeting on December 2, 2025.
2. A motion was made by Guzzardo, seconded by Sumrall to introduce Ordinance
No. 14-2025 Surplus Property and Authorize Sale. The public hearing and vote
will be held at the council meeting on December 2, 2025.
3. A motion was made by Guzzardo, seconded by Coleman to introduce Ordinance
No. 15-2025 Authorizing Purchase of Immovable Property. The public hearing
and vote will be held at the council meeting on December 2, 2025.
4. A motion was made by Sumrall, seconded by Core to introduce Ordinance No. 16-
2025 Amending Water Supply and Distribution with the change of $50.00 for
reconnect fee during regular city hall hours and $150.00 for after regular hours
and holidays. The public hearing and vote will be held at the council meeting on
December 2, 2025.
5. A motion was made by Sumrall, seconded by Core to approve City Hall holidays
for the 2026 calendar year.
Motion passed with no objection.
6. A motion was made by Guzzardo, seconded by Coleman to approve council
meeting dates for the 2026 calendar year.
Motion passed with no objection.
7. Mayor Daniels invited everyone to our Veterans Program on Thursday,
November 6, 2025, at 9 am at Buddy Bell Veterans Memorial Park.
Council Member Shirley Core
1. Bridge out on Daniel St.: Kolwe explained that Vexus is scheduled to provide the
town their plans to move their optic fiber lines so the repairs can begin. These
repairs should cost the town only a small amount of additional dollars.
2. Annexation: Kolwe stated that recently he sent the attorneys their latest request
for property owners names that are a part of the new annexation areas.
3. Mulberry Street Extension: Kolwe stated the parish should be opening bids on
November 12, 2025.
4. Art Council Christmas Tree: Mr. Luther Tolliver, member of the Art Council,
stated the new tin tree that was purchased by the Art Council should be ready for
its unveiling on November 30, 2025.

Council Member Mayor Pro-Tem Rose Sumrall
1. Police: Chief Francois reminded everyone of the town’s Christmas Parade on
November 30, 2025, at 6 p.m.
2. Amite Chamber: Mr. Luther Tolliver, Vice-President of the Amite Chamber,
stated the Mistletoe Mingle will be November 30, 2025, between the hours of 12
noon and 5 p.m. Church on the Grounds will begin at 5 p.m. and end at 5:50 p.m.
Unveiling of the tin tree at 5:50 p.m. and the Christmas Parade will begin at 6
p.m.
3. Form elevations on new builds and mobile homes: The town does not currently
have an elevation ordinance in place, but Attorney Stevens will look into it and
get back with the council.
A motion was made by Sumrall, seconded by Core to adjourn the meeting. Meeting
adjourned.
