MINUTES OF THE BOARD OF COMMISSIONERS OF CONSOLIDATED
GRAVITY DRAINAGE DISTRICT NO. 1 OF TANGIPAHOA PARISH, STATE
OF LOUISIANA, HELD ON WEDNESDAY, JANUARY 14, 2026, AT 5:00 P.M.
AT THE DOMICILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.
The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of
Tangipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:
STRADER CIEUTAT, JOSEPH HAVIS, III, LOUIS “NICK” JOSEPH, JOEY MAYEAUX, H.G.
“BUDDY” RIDGEL, LIONELL WELLS
ABSENT: BRIGETTE HYDE, JOHN G. INGRAFFIA, DAVID VIAL

The floor was opened for nominations for CGDD1 Officers for 2026.
Mr. Wells nominated Mr. Mayeaux for President and was seconded by Mr. Joseph. A
motion was made by Mr. Ridgel to close the nominations, seconded by Mr. Wells. Roll
call vote was as follows:
YEAS: 6 (Cieutat, Havis, Joseph, Mayeaux, Ridgel, Wells)
NAYS: None
NOT VOTING: None
ABSENT: 3 (Hyde, Ingraffia, Vial)

Mr. Joseph nominated Mr. Wells for Vice President and was seconded by Mr. Havis. A
motion was made by Ms. Cieutat to close the nominations, seconded by Mr. Joseph. Roll

Mr. Joseph nominated Stanan Capdeboscq for Secretary-Treasurer and was seconded by
Mr. Wells. A motion was made by Mr. Wells to close the nominations, seconded by Mr.
Joseph. Roll call vote was as follows:

A motion was made by Mr. Joseph and seconded by Mr. Wells to adopt the Minutes of
the Regular Meeting dated December 17, 2025, and that they be dispensed and published
in the Official Journal of the District as record. Roll call vote was as follows:

Evangline Court. Numerous constituents spoke regarding drainage concerns about this

A motion was made by Mr. Havis and seconded by Mr. Ridgel to approve the drainage
plans for Evangeline Court as presented by Dakota Naramore of Robert Barrilleaux &
Associates. Roll call vote was as follows:

Mr. Jay Pittman of Spangler Engineering reported that the pipe floated out due to heavy
rainfall on the W-8 Improvements at the Ponchatoula Cemetery [FY2025] Project. He will
report back at the next meeting after gathering more information as to why it occurred
and a permanent fix. He also reported that the Canal Maintenance [FY2026] Project is
50% complete.

In his report, the Administrator presented the Master To Do List and Permit and Progress
Report and informed the board that the Komatsu dozer sold on GovDeals for $58,000. A
motion was made by Mr. Wells and seconded by Mr. Havis to approve the Administrator’s
Report. Roll call vote was as follows:
