MINUTES OF THE TANGIPAHOA PARISH COUNCIL
FEBRUARY 23, 2026 MEETING
The Tangipahoa Parish Council met on the 23rd day of February 2026 in Regular Session and was called to order by
Ms. Brigette Hyde, Chairwoman at 5:30pm. The Chair asked all cell phones to be muted or turned off.
The Invocation was given by Councilman Wells, and the Pledge of Allegiance was led by Councilman Mayeaux
The following members were PRESENT: Darrell Sinagra, John Ingraffia, Joe Havis, Buddy Ridgel, Joey Mayeaux,
Lionell Wells, Brigette Hyde, Strader Cieutat ABSENT: Louis Joseph, David Vial
ADOPTION OF MINUTES Motion by Mr. Wells, seconded by Mr. Ingraffia to adopt the minutes of the regular
meeting dated February 9, 2026. Roll call as follows: YEA: Sinagra, Ingraffia, Havis, Ridgel, Mayeaux, Wells,
Hyde, Cieutat ABSENT: Joseph, Vial

PARISH PRESIDENT'S REPORT
1. FINANCIAL REPORT – President Miller made known monthly financial reports were emailed to the council.
2. ACCEPT RECOMMENDATION OF CONDEMNATION REPORT – Motion by Mrs. Cieutat, seconded by
Mr. Ridgel to accept the recommendation of condemnation report for 15122 Wadesboro Road, Ponchatoula,
Assessment #1988204, District 10. Roll call as follows: YEA: Sinagra, Ingraffia, Havis, Ridgel, Mayeaux,
Wells, Hyde, Cieutat ABSENT: Joseph, Vial
3. ACCEPT RECOMMENDATION OF CONDEMNATION REPORT – Motion by Mr. Wells, seconded by Mr.
Mayeaux to accept the recommendation of condemnation report for 17283 East Park Ave, Hammond,

4. ACCEPT RECOMMENDATION OF CONDEMNATION REPORT – Motion by Mr. Sinagra, seconded by

Mr. Sinagra to accept the recommendation of condemnation report for 44331 Milton Road, Robert,
Assessment #2266407, District 2. Roll call as follows: YEA: Sinagra, Ingraffia, Havis, Ridgel, Mayeaux,

President Miller notified of the upcoming road closures: North Hoover closed from March 8th – April 5th and Easley
Road closed for bridge replacement from March 9th – August 3rd

6. INTRODUCTION of T.P. Ordinance No. 26-08 - An Ordinance to lower the speed limit to 25mph on Leander
Lane in District 1 - Motion by Mr. Sinagra, seconded by Mr. Ingraffia to introduce T.P. Ordinance No. 26-08
and set public hearing for Monday, March 9, 2026, at 5:30pm for purpose of receiving input on the adoption
thereof. Roll call vote as follows: YEA: Sinagra, Ingraffia, Havis, Ridgel, Mayeaux, Wells, Hyde, Cieutat

7. INTRODUCTION of T.P. Ordinance No. 26-09 - An Ordinance amending and enacting Chapter 36 Planning

to introduce T.P. Ordinance No. 26-09 and set public hearing for Monday, March 9, 2026, at 5:30pm for
