MINUTES OF THE BOARD OF COMMISSIONERS OF CONSOLIDATED
GRAVITY DRAINAGE DISTRICT NO. 1 OF TANGIPAHOA PARISH, STATE
OF LOUISIANA, HELD ON WEDNESDAY, MARCH 11, 2026, AT 5:00 P.M. AT
THE DOMICILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.
The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of
Tangipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:
STRADER CIEUTAT, BRIGETTE HYDE, JOHN G. INGRAFFIA, LOUIS “NICK” JOSEPH,
JOEY MAYEAUX, H.G. “BUDDY” RIDGEL, DAVID VIAL, LIONELL WELLS
ABSENT: JOSEPH HAVIS, III

A motion was made by Mr. Wells and seconded by Mr. Ingraffia to adopt the Minutes of
the Regular Meeting dated February 25, 2026, and that they be dispensed and published
in the Official Journal of the District as record. Roll call vote was as follows:
YEAS: 8 (Cieutat, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Vial, Wells)

A motion was made by Mr. Wells and seconded by Mr. Joseph to accept the Finance
Committee Report and to pay all presented expenditures for the month of February. Roll
call vote was as follows:

Mr. Chuck Spanger of Spangler Engineering reported that borings are being done now on
the W-8 Improvements at the Ponchatoula Cemetery [FY2025] Project. Spangler is also
exploring Emergency Grant Options through NRCS. He also reported that the Canal
Maintenance [FY2026] Project is 74% complete and should be finished by the end of
April.

A motion was made by Mr. Wells and seconded by Mr. Joseph to pay Board Member, Ms.
Brigette Hyde, her monthly compensation for the month of February, as per Resolution
No. 070611, due to medical reasons. Roll call vote was as follows:

In his report, the Administrator presented the Master To Do List and Permit and Progress
Report and informed the board that the Beaver Nuisance Removal project is complete for
this cycle. A motion was made by Mr. Wells and seconded by Mr. Vial to approve the
Administrator’s Report. Roll call vote was as follows:
YEAS: 8 (Cieutat, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Vial, Wells)

In Commissioners’ Privileges, Ms. Hyde provided information on a property owner with a
fence that is encroaching on the servitude in Cypress Reserve.
A motion was made by Ms. Hyde and seconded by Mr. Ingraffia to place on the Agenda,
by unanimous vote, requesting the Board attorney to send a letter to the property owner
in Cypress Reserve that has a fence encroaching on the servitude. Roll call vote was as
follows:
YEAS: 8 (Cieutat, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Vial, Wells)

A motion was made by Ms. Hyde and seconded by Ms. Cieutat to approve sending an
attorney letter to the property owner to remove the fence that is encroaching upon the
servitude in Cypress Reserve. Roll call vote was as follows:
