Meeting Minutes

March 10, 2026

The Town of Greensburg met in regular session on Tuesday, March 10, 2026 at 7:00 p.m.

Mayor Nicholas Carruth presided over Mrs. Jo Ellen Carruth, Mr. Aron Burton, Mr. David Allen Sain, Mr. Luke Petitto, and Mr. Huey “Bubba” Travis.

Mr. Luke Petitto opened the meeting with an invocation, followed by the Pledge of Allegiance.

Mayor Carruth opened the floor for any public comments:

Mr. John Domingue of PEEC was present to give an update regarding the progress of the community center project. Mr. Domingue stated that the land survey is in progress and should be completed within two weeks. The grant money for the park improvements was also discussed. He suggested upgrading the parking lot, lighting, bathrooms, handicap accessibility, and walking track. Mr. Domingue recommended creating a list of necessity of what items needed to be addressed and what was feasible with the amount of funds of the grant.

Mayor’s Report:

Mayor Carruth informed the Council that the land survey for the community center project is in progress, there are three sections that have to be reviewed and it should be completed within the next week or two. He also informed the Council that the sewer leak on Timberlane Street has been fixed. We also submitted a letter of support to the Police Jury in assistance for them to apply for grant funds. Mayor Carruth also stated that a letter is being drafted to be sent out to all sewer customers informing them that any and all sewer issues need to be reported to the Town as soon as they occur. Once the issue has been addressed, it will be determined whether or not it is the Town’s responsibility or the customer’s responsibility – if the issue is on the customer’s side of the sewer line, any and all repairs made are to be made by the customer.

Upon a motion made by Mr. Aron Burton and seconded by Mr. Huey “Bubba” Travis, the minutes from the February 10, 2026 meeting were approved.

This motion passed 5-0.

Upon a motion made by Mrs. Jo Ellen Carruth and seconded by Mr. David Allen Sain the bills for the current month were approved.

This motion passed 5-0.

Upon a motion made by Mr. Luke Petitto and seconded by Mrs. Jo Ellen Carruth the financial reports were accepted as presented.

This motion passed 5-0.

Gas Department:

-Mr. Douglas King of Integrity Underground was unable to attend the meeting due to illness. He emailed 2 quotes for the regulator station repairs on Highway 43 South. One quote was from Neal’s Measurement Services and the other quote was from Feliciana Welder’s. There was a large difference in cost. Before a decision will be made on which company will be used, the Council would like to discuss the matter with Mr. King to get all the information.

Water and Sewer Department:

-Ms. Ariel Pope of Water Quality Solutions and Services was present to give the Mayor and Council an update of the water and sewer system. Ms. Pope informed the Council about the ongoing issue with the sewer problem at Ms. Alicia Gilbert’s home located on Highway 1042. She recommended that a lift station be installed at Ms. Gilbert’s home so that there would no longer be any issues with her sewer.

-Ms. Pope also presented a quote in the amount of $6400.00 to make the repairs in the breeches at the contact chamber and sewer pond.

-Ms. Pope will be meeting with the Police Jury on March 18th to see about getting assistance with obtaining additional grant funds for water and sewer upgrades for the Town.

-Ms. Pope presented a proposal to the Council of costs of meter installation and service deposits to compare to the current rates we are charging customers.

-Ms. Pope also reported that Water Well #2 has had electrical repairs and is currently up and running properly.

Police Department & Compliance Department:

-Chief Cedric Burise informed the Council that he and Mr. David Templeton spent March 9th and 10th cleaning trash and loading it in to a roll off dumpster at the residence owned by Heather Rhodus on North Burton Street. Ms. Rhodus received a summons to attend court on Friday, March 13th due to compliance violations.

-The Police Department is running smoothly, and have collected almost $3,500 in citation fine income in the first quarter of this year.

Fire Department:

-Exxon donated bunker gear to the volunteer fire department.

-PAEL inspection preparations are being done.

Upon a motion by Mr. David Allen Sain and seconded by Mr. Aron Burton, the meeting was adjourned.

The next meeting will be held on Tuesday, April 10, 2026 at 7:00 p.m.
