The Board of Commissioners of Tangipahoa Parish Fire Protection District No. 1 met
this 28th day of May, 2026, in special session. Those present were Chairman E. Ray
Glasgow, Vice-Chairman Robbie Lee, Commissioner Ray Cutrer, Secretary Agnes
Prevost, and Fire Chief J. D. Stevens. Assistant Chief Jason Kin as also in attendance.
Absent was Commissioner Reginald Foster.

Chairman Glasgow stated that the purpose of the meeting is to consider adoption of a
Resolution committing local matching funds for construction of the training facility.
Fire Chief Stevens made known to the Board that approval of the Resolution to
commit matching funds is needed before the contract for the training facility is signed.
Whereupon, the following Resolution was offered by Mr. Lee and seconded by Mr.
Cutrer:
RESOLUTION NO. 05-2026
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF TANGIPAHOA PARISH
FIRE PROTECTION DISTRICT #1 COMMITTING LOCAL MATCHING FUNDS FOR
THE CONSTRUCTION OF THE BRUCE CUTRER REGIONAL FIRE TRAINING
FACILITY (FP&C PROJECT NO. 50-N79-22-01).
WHEREAS, the Tangipahoa Parish Fire Protection District #1 (the “District”) has
prioritized the development of a regional training site to enhance the safety, readiness,
and professional capabilities of fire service personnel within Tangipahoa Parish and
the surrounding region; and
WHEREAS, this project is formally identified by the State of Louisiana, Facility
Planning and Control (FP&C) as Project No. 50-N79-22-01, under the working title
“Bruce Cutrer Regional Fire Training Facility”; and
WHEREAS, the District desires to move forward with the construction phase of said
facility in cooperation with state funding requirements; and
WHEREAS, the funding guidelines for this project necessitate a formal commitment
of local funds to cover a specific portion of the total construction costs and unforeseen
project variables.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISIONERS:
SECTION 1. COMMITMENT OF FUNDS: The Tangipahoa Parish Fire Protection
District #1 hereby formally commits and allocates a local matching contribution equal
to twenty-five percent (25%) of the total construction contract amount, plus twenty-five
percent (25%) of the established project contingency fund.
SECTION 2. PURPOSE: These funds are dedicated exclusively to the construction
and completion of FP&C Project No. 50-N79-22-01, the “Bruce Cutrer Regional Fire
Training Facility”.
SECTION 3. AUTHORIZATION: The Board President and/or the Fire Chief are
hereby authorized to execute any and all documents, agreements, or certifications
required by Facility Planning and Control to verify the availability and commitment of
these funds.
SECTION 4. EFFECTIVE DATE: This resolut8ion shall take effect immediately upon
its adoption.
This resolution, having been submitted to a vote, the vote thereon was as follows:

NAYS: None
ABSENT: 2 (Jeff McKneely, Reginald Foster)
And the Resolution was declared adopted on this 28th day of May, 2026.

be adjourned.
