CITY OF PONCHATOULA CITY COUNCIL MEETING MINUTES

Body

A regular meeting was held Monday, April 8, 2024 at 6:00 p.m. in Council Chambers at City Hall in
Ponchatoula, LA.


Mayor Zabbia called the meeting to order and Mrs. James gave the invocation and led the Pledge of
Allegiance.


Council members present: Jeff Daniels, Roslind Batiste, Byron Ragan, Melvin Toomer, Vergil Sandifer
 

Public Input – none
 

Mr. Daniels motioned to accept the minutes of the March regular meeting. Mrs. Batiste seconded the
motion which carried with all present in favor.


Mayor Zabbia noted that the Building, Downtown, Fire, and Police reports are in the council packets.
 

Mayor Zabbia advised Financials are available in the Finance Managers Office.

Mrs. Batiste opened and called for a public hearing on May 11, 2024 for AN ORDINANCE AMENDING
CHAPTER 98 – UTILITIES, ARTICLE II – WATER AND SEWERAGE SYSTEM, OF THE PONCHATOULA CODE OF
ORDINANCES


Mayor Zabbia opened the floor to the public hearing for an Amendment to Ordinance 740 Employee
Handbook for the Fire Department Leave Time to replicate the same as the State Statue. After
discussion, Mr. Daniels motioned to pass the Ordinance. Second by Mrs. Batiste. Motion passed with all
in favor.

Mayor Zabbia opened the floor to the public hearing for AN ORDINANCE TO AMEND APPENDIX B –
SUBDIVISON ORDINANCE, SECTION 4.11.- B.1. GENERAL REQUIREMENTS FOR IMPROVEMENTS AND
STANDARDS FOR DESIGN AND CONSTRUCTION-DRAINAGE AND STORM SEWERS. The Ordinance will
increase the size of the culvert requirements from a 15 inch to an 18 inch. After discussion, Mr. Toomer
motioned to amend the Ordinance effective date to 30 days after the passing of the Ordinance. Motion
second by Mr. Sandifer. All in favor. Mr. Daniels motioned to pass the amended Ordinance. Second by
Mr. Sandifer. Motion passed with all in favor.

Mayor Zabbia opened the floor to a Resolution Authorizing the Maor to sign Servitude Agreements as
needed to advance the Strader Road Widening Project. After discussion, a motion to pass was made by
Mrs. Batiste. Second by Mr. Ragan. Motion passed with all in favor.

Mayor Zabbia called for Officials Rights of Personal Privilege.


Mr. Ragan motioned to adjourn the meeting at 6:23p.m., which was seconded by Mrs. Batiste. Motion
passed with all present voting in favor.
