MINUTES OF THE BOARD OF COMMISSIONERS OF CONSOLIDATED
GRAVITY DRAINAGE DISTRICT NO. 1 OF TANGIPAHOA PARISH, STATE
OF LOUISIANA, HELD ON WEDNESDAY, JULY 30, 2025, AT 5:00 P.M., AT
THE DOMICILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.

The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of
Tangipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:
STRADER CIEUTAT, JOSEPH HAVIS, III, BRIGETTE HYDE, JOHN G. INGRAFFIA, LOUIS
“NICK” JOSEPH, JOEY MAYEAUX, H.G. “BUDDY” RIDGEL, LIONELL WELLS
ABSENT: DAVID VIAL

A motion was made by Mr. Wells and seconded by Mr. Havis to adopt the Minutes of the
Regular Meeting dated July 16, 2025, and that they be dispensed and published in the
Official Journal of the District as record. Roll call vote was as follows:
YEAS: 8 (Cieutat, Havis, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Wells)
NAYS: None
NOT VOTING: None
ABSENT: 1 (Vial)

A motion was made by Ms. Hyde and seconded by Ms. Cieutat to approve the drainage
plans for Southside Undercover Boat & RV Storage as presented by Billy Taylor of McLin
Taylor, Inc. Roll call vote was as follows:
YEAS: 8 (Cieutat, Havis, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Wells)
NAYS: None
NOT VOTING: None

Mr. Chuck Spangler of Spangler Engineering reported that the Ponchatoula Cemetery
project is in the bid process.

In his report, the Administrator presented the June Financial Report and the Master To
Do List and Permit and Progress Report. He also reported that the Worker’s
Compensation Experience Rating will increase for 2026 and that Defensive Driving
Training was recently completed. He informed the Board that it is the time of year to
receive quotes for Auditor services and CPA services and the Board instructed to
procure quotes from the existing vendors. A motion was made by Mr. Wells and
seconded by Mr. Havis to approve the Administrator’s Report. Roll call vote was as
follows:

In Personnel, a motion was made by Mr. Ridgel and seconded by Mr. Joseph to enter into
Executive Session. Roll call vote was as follows:

NAYS: None
NOT VOTING: None
ABSENT: 1 (Vial)

A motion was made by Ms. Hyde and seconded by Mr. Wells to end the Executive
Session and reconvene the regular meeting. Roll call vote was as follows:

NOT VOTING: None
ABSENT: 1 (Vial)
No action was taken in Executive Session.

employee effective immediately based on violation of Level 3 offenses. Roll call vote was
as follows:
