Minutes of the Board of Commissioners of Gravity Drainage District #5 of Tangipahoa Parish, La. held on Monday, July 21, 2025, the regular meeting place, City Hall, 308 Ave G Kentwood, La.
The Board of Commissioners of Gravity Drainage District #5 of Tangipahoa Parish, La. met on the above date in regular session and was called to order by the President, Russ Carter, and the following members present:
Present: Barrett Travis, Ronald Robertson, Michael Kazerooni, Tibbis Cooper, Russ Carter
Absent: None
The roll call showed a quorum to be present. Whereupon a motion was made by Tibbis Cooper duly seconded by Ronald Robertson, unanimously carried that the reading of the minutes of the meetings dated June 16, 2025, be dispensed with and that they be adopted as of record and published in the official journal.
Any public comments at this time were taken.

New Business:
Motion made by Barrett Travis duly seconded by Michael Kazerooni to keep the officers the same for 2025-2026 year, which are Russ Carter President, and Ronald Robertson Vice-President, was unanimously carried.
The Financial report on the general condition of the district was given. A motion was made by Tibbis Cooper duly seconded by Michael Kazerooni and unanimously carried, that the report of the Secretary Treasurer report be approved, and all bills are approved to be paid.
Mr. Roj from 4-way quick stop was present and asked for the canal along side his store to be cleaned. From third St to First St. Motion made by Michael Kazerooni duly second by Tibbis Cooper unanimously carried to clean the 510 ft of canal at a cost of $5737.50.
President Carter brought up a canal Ave j between 5th and 7th St. across to Ave K needs to be cleaned. It is 975 feet at a cost over $10,000.00. After much discussion on finances a motion was made by Michael Kazerooni duly seconded by Tibbis Cooper to table the discussion until after Hurricane Season is over was unanimously carried.
With no other business appearing before the board a motion was made by Tibbis Cooper duly seconded by Barrett Travis and unanimously carried the meeting adjourned.
