The St. Helena Parish Police Jury met in regular session in the

Meeting Room of the St. Helena Parish Police Jury Building at 17911 Hwy 43,

Greensburg, Louisiana, on Tuesday, July 14, 2026 @ 6:00 P.M.

Invocation was led by President Quanika H. Muse, followed by the Pledge.

Roll Call:

Police Jurors present: President Quanika H. Muse, Willie Morgan, 

Warren McCray, Jr., Ryan Byrd

Police Jurors absent: Jule C. Wascom and Doug Watson

A motion was made by Mr. Warren McCray, Jr, seconded by Mr. Ryan Byrd, and

unanimously carried by the Police Jurors present to approve minutes for June 23, 2026,

as prepared and emailed to Jurors

Notice received from the St. Helena Parish Tax Assessor regarding the opening of

the 2026 assessment rolls for public inspection will be from August 17, 2026, through

September 4, 2026, and the convening of the St. Helena Parish Police Jury as the

Board of Review on Tuesday, September 22, 2026, to review the assessment rolls and

hear any appeals filed

A motion was made by Mr. Warren McCray, Jr., seconded by Mr. Ryan Byrd, to authorize

the Police Jury President to execute an easement in favor of Dixie Electric Membership

Corporation (DEMCO) for the installation of underground electric utilities at 182 South

Main Street, Greensburg, Louisiana. The motion was unanimously carried by the Police

Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Warren McCray, Jr, to approve

the FY 2026–2027 Section 5311 Supplemental Operating Agreement between the

Louisiana Department of Transportation and Development and the St. Helena Parish

Police Jury for State Project No. RU 18-46-27, Public Transportation Operating

Assistance Program for the Non-Urbanized Area of St. Helena Parish, Louisiana,

and authorize the Police Jury President to execute the agreement. The motion was

unanimously carried by the Police Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Willie Morgan to approve

following invoices from PD Consulting, LLC, payable from RCIP Funds: The motion was

unanimously carried by the Police Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Warren McCray, Jr, to approve

and authorize the President to sign Task Order #12- Engineering services for the new

Community Safe Room Project. The motion was unanimously carried by the Police

Jurors present.

A motion was made by Mr. Warren McCray, Jr., seconded by Mr. Ryan Byrd, to approve

and authorize the President to sign Task Order #13- Engineering services for the new

Community Safe Room Project. The motion was unanimously carried by the Police

Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Willie Morgan to pay registration,

lodging, and authorized travel expenses for James Chaney, Justice of the Peace to

attend the 2026 JPC Training Conference in Marksville, Louisiana, August 23–26, 2026.

The motion was unanimously carried by the Police Jurors present.

No action taken on revisions to the St. Helena Parish Mobile Home Ordinance.

A motion was made by Mr. Willie Morgan, seconded by Mr. Ryan Byrd to adopt a

resolution approving and adopting the 2026 St. Helena Parish Multi-Jurisdictional

Hazard Mitigation Plan Update. The motion was unanimously carried by the Police

Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Willie Morgan to approve

the Memorandum of Agreement between the St. Helena Parish Police Jury and the

Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) for

the provision of Endpoint Detection and Response (EDR) cybersecurity software and

services, and to authorize the Police Jury President to execute the agreement and any

related documents necessary for implementation. The motion was unanimously carried

by the Police Jurors present.

A motion was made by Mr. Willie Morgan, seconded by Mr. Ryan Byrd, to terminate

Anthony Burg, effective immediately. The motion was unanimously carried by 

the Police Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Warren McCray, Jr., to approve

checks written after the last regular meeting in the total amount of $402,952.23. The

motion was unanimously carried by the Police Jurors present.

A motion was made by Mr. Ryan Byrd, seconded by Mr. Willie Morgan, to approve

the requisitions as per copies presented by the Purchasing Agent. The motion was

unanimously carried by the Police Jurors present.

• The deadline for submitting items for July 28, 2026,

meeting is 12:00 pm on Monday, July 20, 2026; must be

submitted in writing on agenda item request form

• Pipeline Emergency Response Training will be held at the

Amite Library on July 14 and July 16 from 9:30 a.m. to 11:30 a.m.

• NACo Annual Conference July 17-20, 2026

• Brownfields Conference October 6-7, 2026

• LA GFOA Fall Conference October 7-9, 2026

There being no further business to come before the Police Juror, the meeting was

adjourned on motion duly made by Mr. Willie Morgan, seconded by Mr. Ryan Byrd, and

unanimously carried by the Police Jurors to meet in regular session at 

6:00 pm Tuesday, July 28, 2026
