MINUTES OF THE BOARD OF COMMISSIONERS OF CON-
SOLIDATED GRAVITY DRAINAGE DISTRICT NO. 1 OF
TANGIPAHOA PARISH, STATE OF LOUISIANA, HELD ON
WEDNESDAY, JULY 15, 2026, AT 5:00 P.M. AT THE DOMI-
CILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.
The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of Tan-
gipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:
STRADER CIEUTAT, JOSEPH HAVIS, III, BRIGETTE HYDE, LOUIS “NICK” JOSEPH,
JOEY MAYEAUX, H.G. “BUDDY” RIDGEL, DAVID VIAL, LIONELL WELLS
ABSENT: JOHN G. INGRAFFIA

A motion was made by Mr. Vial and seconded by Mr. Wells to adopt the Minutes of the
Regular Meeting dated June 24, 2026, and that they be dispensed and published in the
Official Journal of the District as record. Roll call vote was as follows:
YEAS: 8 (Cieutat, Havis, Hyde, Joseph, Mayeaux, Ridgel, Vial, Wells)
NAYS: None

A motion was made by Mr. Wells and seconded by Mr. Joseph to accept the Finance
Committee Report and to pay all presented expenditures for the month of June. Roll
call vote was as follows:

NAYS: None

Mr. Chuck Spangler of Spangler Engineering had no updates.

In his report, the Administrator presented the Master To Do List and Permit and Progress
Report. He attended the Ponchatoula City Council Meeting and a Cooperative Endeavor
Agreement will be presented at the next meeting for approval on the Ponchatoula
Cemetery project. A motion was made by Mr. Wells and seconded by Mr. Vial to
approve the Administrator’s Report. Roll call vote was as follows:

In Commissioners’ Privileges, Mr. Havis reminded the Board about the Land Use Public
Meeting tonight at 6 p.m. at the Florida Parishes Arena in Amite.
Ms. Cieutat advised the Board of an issue with a homeowner in Jefferson Cort
Subdivision that is obstructing drainage.

A motion was made by Ms. Cieutat and seconded by Mr. Ridgel to place on the Agenda,
by unanimous vote, the discussion of a Jefferson Cort Subdivision drainage complaint.
Roll call vote was as follows:
YEAS: 7 (Cieutat, Havis, Joseph, Mayeaux, Ridgel, Vial, Wells)
NAYS: None

ABSENT: 2 (Ingraffia, Hyde)

attorney to prepare a letter to the Jefferson Cort resident who is obstructing drainage.
