Project: W-8 Drainage Improvements at Ponchatoula Cemetery [FY2026]
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of “W-8 Drainage Improvements at Ponchatoula Cemetery [FY2026] for Consolidated Gravity Drainage District No. 1 of Tangipahoa Parish” will be received by the President & Board of Commissioners of Consolidated Gravity Drainage District No. 1 of Tangipahoa Parish at the Consolidated Gravity Drainage District #1 district office Meeting Room, 48571 Highway 51 North; Tickfaw, LA 70466, until 10:00 a.m. (CST) Thursday, August 6, 2026, at which time the Bids received will be publicly opened and read. The Project consists of:
removal of an existing failed 96-inch by 120-inch corrugated metal pipe arch (CMPA) within the W-8 drainage lateral through the Ponchatoula Cemetery, and replacement with one of two (2) mutually exclusive structural alternatives, as described below. The project is structured as a Base Bid plus three (3) Additive Alternates.
The Base Bid consists of installation and maintenance of construction and traffic signage and implementation of erosion control and stormwater management measures (SWMMP) required for mobilization to the project site, and related work as called for on the drawings, indicated on the Bid Form, or reasonably implied.
Additive Alternate No. 1 consists of the primary scope of work utilizing a steel sheet pile bulkhead, and includes: mobilization; miscellaneous clearing and sitework; unclassified demolition and clearing of the existing CMPA; furnishing and installing approximately 200 linear feet of PZ-40 hot-rolled steel sheet pile (40 vertical feet) with cross bracing and steel channel pile cap; installation of reinforced Portland cement concrete headwalls (12-inch thick, including footings); hauled-in and compacted select backfill; 55-pound limestone rip-rap (24-inch thick); chain link fencing (4-foot high); flowable fill; No. 57 limestone; and slab sodding with root zone material and related work as called for on the drawings, indicated on the Bid Form, or reasonably implied.
Additive Alternate No. 2 consists of the primary scope of work utilizing a precast reinforced concrete box culvert (RCB), and includes: mobilization; miscellaneous clearing and sitework; unclassified demolition and clearing of the existing CMPA; open-cut installation of approximately 100 linear feet of single-barrel 8-foot rise by 8-foot span precast RCB; installation of two (2) non-standard Type VI catch basins; a low-water bypass system; a linear French drain system (approximately 160 linear feet); hauled-in and compacted select backfill and No. 57 limestone bedding; flowable fill; and slab sodding with root zone material and related work as called for on the drawings, indicated on the Bid Form, or reasonably implied.
Additive Alternate Nos. 1 and 2 are mutually exclusive. The Owner intends to award one (1) primary alternate based on the lowest evaluated total bid cost.
Additive Alternate No. 3 consists of the installation and maintenance of a well-point dewatering system and is applicable to either Additive Alternate No. 1 or No. 2, contingent upon groundwater conditions encountered during construction. This alternate may be added to the awarded alternate at the Owner’s discretion.
The Engineer’s Opinion of Probable Construction Cost for the Base Bid is approximately $21,000. The Engineer’s Opinion of Probable Construction Cost for Additive Alternate No. 1 (combined with the Base Bid) is approximately $1,372,000. The Engineer’s Opinion of Probable Construction Cost for Additive Alternate No. 2 (combined with the Base Bid) is approximately $1,112,000. The Engineer’s Opinion of Probable Construction Cost for Additive Alternate No. 3 is approximately $120,000.
The contract time for construction is sixty (60) calendar days.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.
The Issuing Office for the Bidding Documents is:
Spangler Engineering, LLC; 214 Southwest Railroad Avenue; Hammond, LA 70403; (985) 542-8665; Jay C. Pittman, P.E.; jay@spanglerengineering.com. Prospective Bidders shall obtain Bidding Documents from the Issuing Office between the hours of 8:00 am – 4:00 pm (Monday-Thursday), and 8:00 am – 12 noon (Friday), and may examine the Bidding Documents at the Issuing Office as described herein.
Bidding Documents may also be examined at the Office of the District Administrator, Consolidated Gravity District No. 1 of Tangipahoa Parish; 48571 Highway 51 North; Tickfaw, LA 70466.
Printed copies of the Bidding Documents shall be obtained from the Issuing Office during the hours indicated above upon payment of a deposit of $150.00 for each set. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within ten (10) days after receipt of Bids (August 16, 2026) will receive a full refund ($150.00). Non-Bidders will receive a refund of $150.00 for documents returned in good condition within the time limit indicated above. Checks for Bidding Documents shall be payable to “Spangler Engineering, LLC”. Upon request and receipt of the document deposit indicated above the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference will be held at 10:00 am (CST) on Thursday, July 23, 2026, at the CGDD#1 Engineer’s Office; 214 SW Railroad Avenue; Hammond, LA 70403. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
