MINUTES OF THE TANGIPAHOA PARISH COUNCIL
SEPTEMBER 22, 2025 MEETING
The Tangipahoa Parish Council met on the 22ⁿᵈ day of September 2025 in Regular Session and was 
called to order by Mr. David Vial, Chairman at 5:30pm. The Chair asked all cell phones to be muted 
or turned off.
The Invocation was given by Councilwoman Hyde and the Pledge of Allegiance was led by Councilman 
Ingraffia
The following members were PRESENT: Darrell Sinagra, John Ingraffia, Louis Joseph, Joseph Havis, 
Buddy Ridgel, Joey Mayeaux, Lionell Wells, David Vial, Brigette Hyde, Strader Cieutat
ADOPTION OF MINUTES Motion by Mr. Joseph, seconded by Mr. Wells to approve the minutes of the 
regular meeting dated September 8, 2025. Roll call vote as follows: YEA: Sinagra, Ingraffia,

APPROVAL TO SEEK BIDS – Motion by Mr. Havis, seconded by Mr. Ingraffia to approve to seek bids for 
Tangipahoa Parish Loranger Library - Community Building. Roll call vote as follows: YEA: Sinagra, 
Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells, Vial, Hyde, Cieutat
President Miller gave an update on the Smitty’s recovery.

3.    APPROVAL OF SPECIAL EVENT - Motion by Mr. Ingraffia, seconded by Mr. Sinagra to approve the 
special event for October 18 & 19, 2025, 50th Annual Old Farmer's Day, 56136 Loranger Road,

4.   PROCLAMATION – Councilman Ingraffia read and presented the 50th Anniversary of Old Farmer's 
Day proclamation to the Brunett Family.
5.    PROPERTY TAX ASSESSMENT - TPC Acting as Board of Review for 2025 - Kevin Raiford, Assessor 
presented the assessed value for 2025 as 1,154,102,494 which is higher than last year. No appeals 
were made. No Action Taken
6.    APPROVAL OF DATE AND TIME FOR 2025 Trick-or-Treat – Motion by Mr. Ridgel, seconded by Mr. 
Mayeaux to approve 2025 Trick-or-Treat for Friday, October 31ˢᵗ from 5:00PM to 8:00PM. Roll call 
vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells, Vial, Hyde, 
Cieutat
7.   APPROVAL TO PERMIT PARISH-WIDE RESIDENTIAL SOLID WASTE COLLECTORS – Motion by
Mr. Havis, seconded by Ms. Hyde to approve the 2026 residential permit haulers Amwaste of 
Louisiana, Trash Rangers, WM of Baton Rouge, Waste Pro of Louisiana, Whittington Trucking Company, 
Winget's Disposal.

ADOPTION OF ORDINANCES
8.    ADOPTION of T.P. Ordinance No. 25-27 - An Ordinance to acquire ownership of Right of Ways for 
the LA16 | Bennett Road | Puleston Road intersection safety improvements in association with State 
Project H.016390 LA16: Road Diet Project of Amite, LA, to authorize the Parish President to sign 
and execute all necessary documents to provide for the recordation and to provide copies to all 
involved parties - The following ordinance which was previously introduced in written form required 
for adoption at a regular meeting of the Tangipahoa Parish Council on September 8, 2025, a summary 
thereof having been published in the Official Journal and in full at WWW.TANGIPAHOA.ORG together 
with a notice of public hearing, which was held in accordance with said public notice, was brought 
up for final passage on September 22, 2025. Motion by Mr. Joseph seconded by Mr. Ingraffia to adopt 
T.P. Ordinance No. 25-27. Roll call vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, 
Ridgel, Mayeaux, Wells, Vial, Hyde, Cieutat
9.    ADOPTION of T.P. Ordinance No. 25-28 - An Ordinance to declare surplus (1) 2024 Ford F250, 
Asset# 24361, and to authorize the sale of said asset online - The following ordinance which was 
previously introduced in written form required for adoption at a regular meeting of the Tangipahoa 
Parish Council on September 8, 2025, a summary thereof having been published in the Official 
Journal and in full at WWW.TANGIPAHOA.ORG together with a notice of public hearing, which was held 
in accordance with said public notice, was brought up for final passage on September 22, 2025. 
Motion by Mr. Jospeh seconded by Mr. Havis to adopt T.P. Ordinance No. 25-28. Roll call vote as

10.   INTRODUCTION of T.P. Ordinance No. 25-26 - An Ordinance amending and enacting the operating 
fees of the Florida Parishes Arena and Event Center - Motion by Mr. Havis, seconded by Mr. Sinagra 
to introduce
T.P. Ordinance No. 25-26 and set public hearing for Tuesday, October 14, 2025, at 5:30pm for 
purpose of receiving input on the adoption thereof. Roll call as follows: YEA: Sinagra, Ingraffia, 
Joseph, Havis, Ridgel, Mayeaux, Wells, Vial, Hyde, Cieutat
11.   INTRODUCTION of T.P. Ordinance No. 25-29 - An Ordinance calling a Special Election to be held 
in the Parish of Tangipahoa, State of Louisiana (The "Parish"), on April 18, 2026 to authorize the 
amendments of: (i) Article II, Section 2-01, subsection (A) of the Home Rule Charter of the Parish 
(The "Charter") to limit the Parish Council of the Parish to serving Four Consecutive Four-Year 
Terms of office; and (ii) Article III, Section 3-02 of the Charter to limit the Parish President to 
serving Four Consecutive Four-Year Terms of office; making application to the Louisiana State Bond 
Commission; and providing for other matters in connection therewith - Motion by Mr. Joseph, 
seconded by Ms. Hyde to introduce T.P. Ordinance No. 25-29 and set public hearing for Tuesday, 
October 14, 2025, at 5:30pm for purpose of receiving input on the adoption thereof. Roll call as

12.   INTRODUCTION of T.P. Ordinance No. 25-30 - An Ordinance to raise the speed limit to 45mph on 
Dummyline Road, from LA 16 to LA 1061, in District 1 - Motion by Mr. Sinagra, seconded by Mr. 
Ingraffia to introduce T.P. Ordinance No. 25-30 and set public hearing for Tuesday, October 14, 
2025, at 5:30pm for purpose of receiving input on the adoption thereof. Roll call as follows: YEA:

Ordinance No. 25- 31 and set public hearing for Tuesday, October 14, 2025, at 5:30pm for purpose of

ADOPTION OF RESOLUTIONS
14.   ADOPTION of T.P. Resolution No. R25-33 - A Resolution approving the updated 2025 Louisiana 
Department of Transportation and Development sponsored Public Transportation Agency Safety Plan for 
Tangipahoa Parish and establishing safety performance targets for the Parish's Public Transit 
System – Motion by Mr. Joseph, seconded by Mr. Wells to adopt T.P. Resolution No. R25-33, having

15.   ADOPTION of T.P. Resolution No. R25-34 - A Resolution of the Tangipahoa Parish Council to Opt 
Out of Statewide Solar Siting Requirements – Motion by Mr. Joseph, seconded by Mr. Ridgel to adopt 
T.P. Resolution No. R25-34, having been published in full at WWW.TANGIPAHOA.ORG prior to passage.

between D.R. Horton, Inc and Tangipahoa Parish Government to accept roads of the Cypress Reserve 
Subdivision into the Parish Maintenance System – Motion by Ms. Hyde, seconded by Mrs. Cieutat to 
adopt T.P. Resolution No. R25-35, having been published in full at WWW.TANGIPAHOA.ORG prior to

COUNCILMEN'S PRIVILEGES
Mrs. Cieutat announced a Town Hall Meeting for District 10 residents only on Wednesday, October 1ˢᵗ 
at the Ponchatoula Fire Station from 6:00pm – 7:00pm.
Mr. Joseph graciously thanked everyone for the birthday wishes.
