MINUTES OF THE BOARD OF COMMISSIONERS OF CONSOLIDATED
GRAVITY DRAINAGE DISTRICT NO. 1 OF TANGIPAHOA PARISH, STATE
OF LOUISIANA, HELD ON WEDNESDAY, SEPTEMBER 24, 2025, AT 5:00
P.M., AT THE DOMICILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.
The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of
Tangipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:
STRADER CIEUTAT, JOSEPH HAVIS, III, BRIGETTE HYDE, JOHN G. INGRAFFIA, LOUIS
“NICK” JOSEPH, JOEY MAYEAUX, H.G. “BUDDY” RIDGEL, LIONELL WELLS

A motion was made by Mr. Wells and seconded by Mr. Joseph to adopt the Minutes of
the Regular Meeting dated September 10, 2025, and that they be dispensed and
published in the Official Journal of the District as record. Roll call vote was as follows:
YEAS: 8 (Cieutat, Havis, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Wells)

A motion was made by Ms. Hyde and seconded by Ms. Cieutat to approve the drainage
plans of Funky Munky as presented by Jeff Meyers of PEEC Engineering. Roll call vote
was as follows:

Corbin’s Cove. Numerous constituents spoke regarding drainage concerns about this

Tangipahoa Parish Public Works will be engaged to check the capacity and efficiency of
the (3) 30” culverts under Northwood Drive. A motion was made by Ms. Hyde and
seconded by Mr. Havis to approve the drainage plans of Corbin’s Cove as presented by
Jeff Diamond of Quality Engineering & Surveying, LLC. Roll call vote was as follows:

Mr. Chuck Spangler of Spangler Engineering reported that the W8 Improvements at
Ponchatoula Cemetery [FY2025] Project started this week. He also reported that the
quote for the Canal Maintenance [FY2026] Project will be presented at the next meeting.

In his report, the Administrator presented the August Financial Report and the Master To
Do List and Permit and Progress Report. He informed the Board that the roof repair was
about 90% complete and presented a proposal for additional building maintenance for
sandblasting, priming and painting the beams and gutters of the office building in the
amount of $47,680.00 as submitted by Frank A. Anzalone General Contractors. A motion
was made by Mr. Wells and seconded by Mr. Havis to approve the Administrator’s
Report. Roll call vote was as follows:
YEAS: 8 (Cieutat, Havis, Hyde, Ingraffia, Joseph, Mayeaux, Ridgel, Wells)
