MINUTES OF THE TANGIPAHOA PARISH COUNCIL
NOVEMBER 10, 2025 MEETING
The Tangipahoa Parish Council met on the 10th day of November 2025 in Regular Session and was called to
order by Mr. David Vial, Chairman at 5:30pm. The Chair asked all cell phones to be muted or turned off.
The Invocation was given by Councilman Joseph, and the Pledge of Allegiance was led by Councilman Ridgel
The following members were PRESENT: Darrell Sinagra, John Ingraffia, Louis Joseph, Joseph Havis, Buddy
Ridgel, Lionell Wells, David Vial, Brigette Hyde ABSENT: Joey Mayeaux, Strader Cieutat
ADOPTION OF MINUTES Motion by Mr. Wells, seconded by Mr. Joseph to approve the minutes for the regular
meeting dated October 27, 2025. Roll call vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel,
Wells, Vial, Hyde ABSENT: Mayeaux, Cieutat

PARISH PRESIDENT'S REPORT
1. PRESENTATION – Ginger Tastet presented the Roxy's Toolbox Poster Winners from Courtney Christian,
Roseland Montessori, Hammond Westside, and Mater Dolorosa.
2. PROCLAMATION – President Miller proclaimed GIS Day as November 19, 2025 presenting proclamation to
Tracie Schillace, Director of Planning.
3. APPROVAL OF BID – Motion by Mr. Joseph, seconded by Mr. Ingraffia to approve the low bid by McLin
Construction in the amount of $727,000 for Tangipahoa Parish Loranger Library - Community Building. Roll
call vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Wells, Vial, Hyde ABSENT: Mayeaux,
Cieutat
4. ACCEPT RECOMMENDATION OF CONDEMNATION REPORT - Motion by Mr. Sinagra, seconded by
Mr. Ingraffia to accept the recommendation of condemnation report for 74364 North River Road, Kentwood,
Assessment #6150055, District 1. Roll call vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel,
Wells, Vial, Hyde ABSENT: Mayeaux, Cieutat
President Miller notified the public of Election Day on Saturday, November 15th with the renewal of the
Health Unit Tax and the renewal of three Lighting District taxes.
Mr. Joseph asked President Miller the process of establishing Lighting Districts. President Miller explained
that a millage must be passed for property owners to pay a tax to fund the lighting in their area. He also noted
that the Lighting District number is not the same as the Parish Council district in which it is located.
Mr. Joseph asked Barry Bradford, Library Director, to give an update on the Loranger library. Mr. Bradford
stated the contractor is projecting the completion date of December 2025, it is a 7,000 square foot facility.
After the library is completed, then the contractor will begin the construction of the Community Building.

5. ADOPTION of T.P. Ordinance No. 25-33 - An Ordinance to lower the speed limit to 25mph on Pritchard
Lane, in District 9 - The following ordinance which was previously introduced in written form required for
adoption at a regular meeting of the Tangipahoa Parish Council on October 14, 2025, a summary thereof
having been published in the Official Journal and in full at WWW.TANGIPAHOA.ORG together with a notice of
public hearing, which was held in accordance with said public notice, was brought up for final passage on
November 10, 2025. Motion by Ms. Hyde seconded by Mr. Wells to adopt T.P. Ordinance No. 25-33. Roll call

6. ADOPTION of T.P. Ordinance No. 25-34 - An Ordinance placing a 4 Way Stop Sign at the intersection of
Jolane Drive, Tricou Blvd, Rene Drive and Carlos Drive in Bon Aire Subdivision in District 10 - The
following ordinance which was previously introduced in written form required for adoption at a regular
meeting of the Tangipahoa Parish Council on October 27, 2025, a summary thereof having been published in
the Official Journal and in full at WWW.TANGIPAHOA.ORG together with a notice of public hearing, which was
held in accordance with said public notice, was brought up for final passage on November 10, 2025. Motion
by Ms. Hyde seconded by Mr. Wells to adopt T.P. Ordinance No. 25-34. Roll call vote as follows: YEA:

introduced in written form required for adoption at a regular meeting of the Tangipahoa Parish Council on
October 27, 2025, a summary thereof having been published in the Official Journal and in full at
WWW.TANGIPAHOA.ORG together with a notice of public hearing, which was held in accordance with said
public notice, was brought up for final passage on November 10, 2025. Motion by Mr. Wells seconded by Mr.

Districts, Article VII Recreation Districts, Division 5. Recreation District No. 3 (including Town of Amite).
Motion by Ms. Hyde, seconded by Mr. Sinagra to introduce T.P. Ordinance No. 25-37 and set public hearing
for Monday, November 24, 2025, at 5:30pm for purpose of receiving input on the adoption thereof. Roll call as

10. INTRODUCTION of T.P. Ordinance No. 25-38 - An Ordinance to authorize the sale of a certain 2.00 acre
parcel of land surplused in T.P. Ordinance No. 23-06 in Tickfaw to Sammy's Body Shop, Inc. and to authorize
the Parish President or his authorized designee to sign any and all documents in regard to the sale and transfer
of the property. Motion by Mr. Havis, seconded by Mr. Ridgel to introduce T.P. Ordinance No. 25-38 and set
public hearing for Monday, November 24, 2025, at 5:30pm for purpose of receiving input on the adoption
thereof. Roll call as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Wells, Vial, Hyde ABSENT:

ADOPTION OF RESOLUTION
11. ADOPTION of T.P. Resolution No. R25-42 - A Resolution approving to move forward with condemnation
proceedings for a structure located at 74364 North River Road, Kentwood, Assessment #6150055 in District 1
– Motion by Mr. Sinagra, seconded by Mr. Ingraffia to adopt T.P. Resolution No. R25-42, having been
published in full at WWW.TANGIPAHOA.ORG prior to passage. Roll call vote as follows: YEA: Sinagra,

COUNCILMEN'S PRIVILEGES
Ms. Hyde congratulated Hammond High Football with their victory over Ponchatoula High and showed her purple
agenda compliments of Mr. Vial.
Mr. Joseph read a message from Mrs. Cieutat expressing her extreme appreciation and admiration to all the veterans as
we celebrate Veterans Day. Mr. Joseph commended Mrs. Cieutat on her grand slam home run with the Veterans Day
parade.
Mr. Vial introduced legal counsel Al Giraud from Moody Law Firm.
