Minutes of the Board of Commissioners of Gravity Drainage District #5 of Tangipahoa Parish,
La. held on Monday November 17, 2025, the regular meeting place, City Hall, 308 Ave G
Kentwood, La.
The Board of Commissioners of Gravity Drainage District #5 of Tangipahoa Parish, La. met on
the above date in regular session and was called to order by the President, Russ Carter, and the
following members present:
Present: Barrett Travis, Ronald Robertson, Michael Kazerooni, Tibbis Cooper, Russ Carter
Absent: None
The roll call showed a quorum to be present. Whereupon a motion was made by Tibbis Cooper
duly seconded by Barrett Travis unanimously carried that the reading of the minutes of the
meetings dated October 20, 2025, and minutes from special meeting dated November 5, 2025, be
dispensed with and that they be adopted as of record and published in the official journal.
Any public comments at this time were taken.
Old Business: President Carter reported to board that the job on Hwy. 1050 that we did as a favor
to the parish is completed. Also, the job on Ave K/J toward Hwy 51 was completed.
New Business:
The Financial report on the general condition of the district was given. A motion was made by
Michael Kazerooni duly seconded by Barrett Travis and unanimously carried, that the report of
the Secretary Treasurer report be approved, and all bills are approved to be paid.
President Carter advised the board he had met with Mr. Matthew Simeon and looked at a canal
from 7 th & G to 9 th that has not been done in years. Part would be $5006.00 and whole would be
$8876.25 but Mr. Simeon says he would do the whole canal for $7250.00 since it is closed to the
end of the funds for the year. Motion by Michael Kazerooni duly seconded by Tibbis Cooper
unanimously carried to clean the whole canal for $7250.00.
With no other business appearing before the board a motion was made by Tibbis Cooper duly
seconded by Barrett Travis and unanimously carried the meeting adjourned.
