STREET, AMITE, LOUISIANA Ms. Hyde, Chair made it known there would be a public hearing on the following:

CONDEMNATION HEARING - 74364 North River Road, Kentwood, Assessment #6150055, District 1 - Terry Lane, TPG Blighted Property Agent, provided detailed information indicating that no responses have been received to any correspondence sent.

MINUTES OF THE TANGIPAHOA PARISH COUNCIL JANUARY 26, 2026 MEETING

The Tangipahoa Parish Council met on the 26th day of January 2026 in Regular Session and was called to order by Ms.

Brigette Hyde, Chairwoman at 5:30pm. The Chair asked all cell phones to be muted or turned off.

The Invocation was given by Councilman Joseph, and the Pledge of Allegiance was led by Councilman Havis

The following members were PRESENT: Darrell Sinagra, John Ingraffia, Louis Joseph, Joseph Havis, Buddy Ridgel, Joey Mayeaux, Lionell Wells, Brigette Hyde, Strader Cieutat ABSENT: David Vial

ADOPTION OF MINUTES Motion by Mr. Joseph, seconded by Mr. Wells to adopt the minutes of the regular meeting dated January 12, 2026. Roll call vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells, Hyde, Cieutat ABSENT: Vial

PARISH PRESIDENT’S REPORT

FINANCIAL REPORT – President Miller made known monthly financial reports were emailed to the council.

APPROVAL OF SUBSTANTIAL COMPLETION – Motion by Mr. Havis, seconded by Mr. Ingraffia to approve the substantial completion for New Loranger Library Branch. Roll call vote as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells, Hyde, Cieutat ABSENT: Vial

APPROVAL TO ACCEPT – President Miller made known on 9/25/2006 Heather Place Subdivision began 2year maintenance period, 9/22/2008 the parish engineer recommended to the council not to accept Heather Place Subdivision until at least 2 residences were built in the subdivision. The subdivision now has 5 residences and the road still meets the standards required by the parish. Motion by Mr. Mayeaux, seconded by Mr. Ridgel to accept Heather Lane into the Parish Maintenance System in District 6. Roll call vote as follows:

President Miller spoke about the Loranger Library ribbon cutting, noting it was a huge success and that the library is beautiful and a valuable asset to the community.

President Miller spoke about the upcoming Manchac Cleanup on February 7th, 8:00am-12:pm, all volunteers are welcome.

President Miller gave a brief update on the freezing weather noting the roads are in good condition, crews have been salting bridges and reported 18-22 people currently in the shelters.

REGULAR BUSINESS

ADOPTION – Motion by Mr. Ridgel, seconded by Mr. Havis to adopt the Louisiana Compliance

DISCUSSION AND POSSIBLE ACTION ON CONDEMNATION – Motion by Mr. Sinagra to not give the property owner any more days to comply and for the parish to move forward to hire a contractor to demo the structure at 74364 North River Road, Kentwood, Assessment #6150055, District 1, seconded by Mr. Ingraffia. ADOPTION OF ORDINANCE

6. ADOPTION of T.P. Ordinance No. 26-07 - An Ordinance to acquire ownership of Right of Ways for the State

Project #H.015013 Sibley Road Bridge over Moran Branch and Chappepeela Road Bridge over Brushy Branch Bridge Replacements Projects in Baptist and Loranger, Louisiana, to authorize the Parish President to sign and execute all necessary documents to provide for the recordation and to provide copies to all involved parties - The following ordinance which was previously introduced in written form required for adoption at a regular meeting of the Tangipahoa Parish Council on January 12, 2026, a summary thereof having been published in the Official Journal and in full at WWW.TANGIPAHOA.ORG together with a notice of public hearing, which was held in accordance with said public notice, was brought up for final passage on January 26, 2026. Mr. Mayeaux expressed appreciation to the Road and Bridge crew for preparing the roads for the cold weather.
