Meeting Minutes

February 10, 2026

The Town of Greensburg met in regular session on Tuesday, February 10, 2026 at 7:00 p.m.

Mayor Nicholas Carruth presided over Mrs. Jo Ellen Carruth, Mr. Aron Burton, Mr. David Allen Sain, and Mr. Huey “Bubba” Travis. Mr. Luke Petitto joined the meeting via phone conference.

Mrs. Jo Ellen Carruth opened the meeting with an invocation, followed by the Pledge of Allegiance.

Mayor Carruth opened the floor for any public comments.

Chief Burise informed the Council that a citation had been issued to Ms. Heather Rhodus regarding the garbage issue at her residence on North Burton Lane. There has been some progress in the waste removal, but she has not followed the instructions that were given to her. Ms. Rhodus now has until March 13, 2026 to comply with the summons. If not, she will have to appear in Mayor’s Court on that same date.

Mayor’s Report:

Mayor Carruth informed the Council that he had spoke with Ms. Cynthia Burton who lives on North Burton regarding a sewer issue at her residence. Ariel Pope has inspected the situation and will be coordinating with the plumber that will be doing the repair work.

Upon a motion made by Mrs. Jo Ellen Carruth and seconded by Mr. David Allen Sain the minutes from the January 13, 2026 meeting were approved.

This motion passed 5-0.

Upon a motion made by Mr. Aron Burton and seconded by Mr. Huey “Bubba” Travis the bills for the current month were approved.

This motion passed 5-0.

Upon a motion made by Mr. Aron Burton and seconded by Mr. David Allen Sain the financial reports were accepted as presented.

This motion passed 5-0.

Gas Department:

-Mr. Douglas King of Integrity Underground was present to give the Mayor and Council and update on the gas department.

-Currently waiting on one more estimate for the repairs on the Highway 43 South regulator station repairs. Once all estimates have been received, he will present them to the Council.

Water and Sewer Department:

-Ms. Ariel Pope of Water Quality Solutions and Services was present to give the Mayor and Council an update of the water and sewer system.

-Spoke with Stevens Industries regarding purchasing all old, non-working water meters, curb stops and other scrap materials. It was suggested to obtain additional quotes from other companies who may be interested in purchasing the materials. An ad needs to be published to see if anyone else is interested in bidding to make purchases.

-A new service needs to be installed on Lindsey Street. Ms. Pope explained to the Council the costs of the installation versus what is actually charged to the customer, and that it is currently a loss. It was suggested that a new rate schedule be presented. Mayor Carruth asked Ms. Pope to gather rates from multiple municipalities regarding their prices for new service installation and labor to present at the next meeting.

-DOTD wants to have their sewer line tied in to the Town’s system. They do not want to pay any costs. There are some issues with installing the tie in due to the location of the line. Ms. Pope will calculate the costs to do the installation of the tie in to present to DOTD.

-Water Work’s District #2 is wanting to set up an agreement to be put in place so that water could be accessed by either system during emergency situations. There is currently equipment already at the location on Highway 1042 west. Entering in to this agreement would assist us in preventing future violations with the state in the events of us not having water.

Police Department & Compliance Department:

-Chief Burise informed the Council that he and Mr. David Templeton have been dealing with a lot of compliance issues regarding trash, debris, etc. around town. A lot of the trash is coming from Waste Management losing trash when they are doing pick-ups. Chief Burise is going to discuss with the Sheriff regarding becoming part of the Litter Abatement program, and allowing this to be used for community service.

-Also, the police department is still continuing to issue more citations and monitoring the traffic situations in town.

Fire Department:

-Chief Burise explained to the Council about fire safety. The importance of having alarms and fire extinguishers. The Fire Department can take any out of date or used extinguishers to be replaced.

Upon a motion made by Mr. David Allen Sain and seconded by Mr. Aron Burton to add to the agenda a resolution to nominate Cedric Burise to be a representative of the Fire Department and Kaycee Bridges to be a representative of the Town to be on the E-911 Board.

This motion passed 5-0.

Upon a motion made by Mr. David Allen Sain and seconded by Mr. Huey “Bubba” Travis to enact the resolution for Cedric Burise and Kaycee Bridges to be representatives on the E-911 Board.

This motion passed 5-0.

New Business:

-Mr. Clifton Speed informed the Council that he had received an email stating that the meeting had been put off until March 4, 2026. The are requesting that the Mayor, the Clerk and our CPA to be present at the meeting. They are trying to negotiate a settlement if possible. The Municipal Association’s Risk Management Insurance has notified the Town that as of April 15th, they will withdraw any payments for legal representation on behalf of the Town. We will either have to start paying for our own legal defense, or will have to pay fees to our current defense.

-Mr. Jeff Meyer of PEEC informed the Council that the qualifying time for the Water Sector Program is 9:00 a.m. on Friday, February 13th. Anyone who scores above a 70 on the grading scale will move on to the next round of the grant process.

Mr. Meyer’s team also met with Mr. Dickie Sitman at the property for the Community Center. It needs to be determined how many acres of land actually need to be purchased. The property also needs to be surveyed for the purchase agreement.

Upon a motion by Mr. David Allen Sain and seconded by Mr. Aron Burton, the meeting was adjourned.

The next meeting will be held on Tuesday, March 10, 2026 at 7:00 p.m.
