MINUTES OF THE BOARD OF COMMISSIONERS OF CON-
SOLIDATED GRAVITY DRAINAGE DISTRICT NO. 1 OF
TANGIPAHOA PARISH, STATE OF LOUISIANA, HELD ON
WEDNESDAY, APRIL 15, 2026, AT 5:00 P.M. AT THE DOMI-
CILE OF THE DRAINAGE DISTRICT LOCATED AT 48571
HIGHWAY 51 NORTH, TICKFAW, LOUISIANA.
The Board of Commissioners of Consolidated Gravity Drainage District No. 1 of Tan-
gipahoa Parish, State of Louisiana, met on the above date in Regular Session and
was called to order by the President, Mr. Joey Mayeaux, with the following members
present:

LOUIS “NICK” JOSEPH, JOEY MAYEAUX, H.G. “BUDDY” RIDGEL, DAVID VIAL,

A motion was made by Mr. Wells and seconded by Mr. Joseph to adopt the Minutes of
the Regular Meeting dated March 25, 2026, and that they be dispensed and published
in the Official Journal of the District as record. Roll call vote was as follows:

A motion was made by Mr. Wells and seconded by Mr. Joseph to accept the Finance
Committee Report and to pay all presented expenditures for the month of March. Roll

A motion was made by Mr. Havis and seconded by Ms. Cieutat to approve Change Or-
der #1 of the Canal Maintenance [FY2026] Project in the amount of $766,828.00 for the
addition of Yellow Water River (W-1 Main). Roll call vote was as follows:

Mr. Jay Pittman of Spangler Engineering reported that the Geotech report will be com-
pleted next week and a budget prepared for Emergency quotes for the W-8 Improve-
ments at Ponchatoula Cemetery Project.

A motion was made by Mr. Wells and seconded by Mr. Vial to proceed with preparing
the millage for the tax year 2026 and both millage(s) will be at the Adjusted Maximum
Millage rate of 4.81 mills for 2026. This Adjusted Maximum Millage rate will result in a
savings to constituents of approximately $265,805. Roll call vote was as follows:

In his report, the Administrator presented the Master To Do List and Permit and Progress
Report and informed the board that the property owner in Cypress Reserve with the
fence encroaching on the servitude will have the fence moved by April 25th. A motion
was made by Mr. Wells and seconded by Mr. Vial to approve the Administrator’s Report.

into Executive Session. Roll call vote was as follows:

recommendation of the Personnel Committee and suspend the mentioned employee
