TOWN OF AMITE CITY COUNCIL MEETING MINUTES

April 7, 2026

The Mayor and City Council of the Town of Amite City, Louisiana came together on the second day of February 2026 at 6:00 p.m. in the meeting room of City Hall, 212 E. Oak St., Amite, LA 70422 for a public hearing and regular session.

Public Hearing

Clerk Candace Bickham called the public hearing to order and asked if anyone would like to make a comment on the following proposed ordinance:

ORDINANCE NO. 03-2026

AN ORDINANCE ESTABLISHING THE MAYOR OF AMITE CITY TO BE A FULL TIME POSITION WORKING 35 HOURS A WEEK

No comments were voiced.

Bickham closed the public hearing and turned the gavel over to Mayor Walter Daniels III for the regular council meeting.

Mayor Daniels called the council meeting to order and asked Bickham for a roll call.

Others in attendance:

City Manager Mark Kolwe, Assistant City Attorney Brad Stevens, Police Chief Lendrick Francois, Fire Chief J. D. Stevens.

Prayer/Pledge

Guzzardo led the evening prayer followed by Daniels leading the Pledge of Allegiance.

Minutes

A motion was made by Richardson, seconded by Sumrall to approve the following minutes:

March 3, 2026 - Regular council meeting

Motion passed with no objection.

Financial Statements

A motion was made by Guzzardo, seconded by Core to approve the following financial statements:

Budget to actual – February 28, 2026

Cash disbursements – February 28, 2026

Motion passed with no objection.

Mayor Walter Daniels III

A motion was made by Core, seconded by Guzzardo to remove Ordinance No. 03-2026 An Ordinance to change the mayor position for the Town of Amite City to a full-time position working a minimum of 35 hours a week. A roll call vote was taken as follows:

YEAS: Coleman, Core, Guzzardo, Richardson, Sumrall

NAYS: None, ABSTAIN: None, ABSENT: None

Motion passed.

Sumrall made a motion to introduce Ordinance No. 04-2026 – An ordinance establishing a 2.5% annual raise for the Public Utilities Superintendent. Public hearing and vote will be at the next regular council meeting.

Sumrall made a motion to introduce Ordinance No. 05-2026 – An ordinance naming the Mulberry Street Extension Road “Cefalu Lane.” Public hearing and vote will be at the next regular council meeting.

Richardson made a motion to introduce Ordinance No. 06-2026 Town of Amite City Amendment to Operating Budget – FYE June 30, 2026. Public hearing and vote will be at the next regular council meeting.

Kolwe stated that the only audit finding that has not been corrected is Finding #4, concerning written policies and procedures over utility services. These policies and procedures are currently being developed by City Clerk Jewel McCoy and are under review by Town CPA Laura Gray.

Police – Chief Francios stated all is well.

Fire – Chief Stevens stated all good.

Chamber – No report.

Public works – Superintendent Tennis Rick gave an update on the following:

Daniel St. Bridge

Fire hydrant repairs

Garbage services-leaves and limbs

Daniels reminded everyone about Love the Boot Week, April 18-26, 2026.

A motion was made by Richardson, seconded by Sumrall to adjourn the meeting. Meeting adjourned.
