Ben Blount, 25974 Hwy 442, Independence, spoke in opposition, questioning handling of leachate, a traffic study, environmental test wells to monitor ground water, odor control, dust control, what is the plan for the facility.
MINUTES OF THE TANGIPAHOA PARISH COUNCIL APRIL 27, 2026 MEETING
The Tangipahoa Parish Council met on the 27th day of April 2026 in Regular Session and was called to order by Ms.
Brigette Hyde, Chairwoman at 5:30pm. The Chair asked all cell phones to be muted or turned off.
The Invocation was given by Councilman Wells, and the Pledge of Allegiance was led by Councilwoman Cieutat.

PARISH PRESIDENT’S REPORT
FINANCIAL REPORT – President Miller made known monthly financial reports were emailed to the council.
PROCLAMATION – President Miller proclaimed the month of May as ALS Awareness Month.
PROCLAMATION – President Miller read aloud the proclamation to honor Mona Pellichino for her service on the Florida Parishes Human Services Authority Board of Directors.
PROCLAMATION – President Miller presented to Justin Tanner with NAMI Southeast Louisiana the proclamation proclaiming the month of May as Mental Health Awareness Month.
PROCLAMATION – President Miller proclaimed Saturday, May 6, 2026, as Household Hazardous Waste Recycling Collection Day.
PROCLAMATION – Councilman Joseph read aloud and presented the proclamation to Ginger Tastet, Keep America Beautiful Innovative Program Award Recipient.
REGULAR BUSINESS

INTRODUCTION of T.P. Ordinance No. 26-14 - An Ordinance amending and enacting Chapter 36 Planning
and Development, Article I, Sections 35-5 and 36-6 - Planning Commission - Motion by Mr. Vial, seconded by Mrs. Cieutat to introduce T.P. Ordinance No. 26-14 and set public hearing for Monday, May 11, 2026, at 5:30pm for purpose of receiving input on the adoption thereof. ADOPTION OF RESOLUTIONS
ADOPTION of T.P. Resolution No. R26-14 - A Resolution of the Tangipahoa Parish Council-President Government granting preliminary approval for Pinecrest, LLC non-processing transfer station located on the north side of Hwy 442 and east of Hwy 1063, Independence, LA in District 4
Brad Stevens, 102 N. Myrtle Street, legal counsel for Pinecrest, stated he was speaking on behalf of his client. He advised that the project engineer was present to address technical questions and the owner, Beau Brian, was available to respond to operational questions.
Mr. Stevens clarified that his clients were not seeking a permit at this time, but rather a resolution authorizing them to proceed to Louisiana Department of Environmental Quality to continue the permitting process.

He addressed a prior question regarding whether a transfer station is a permitted activity under the parish ordinance, referencing the definition of a transfer station in Section 38-180. He further explained that, per the ordinance, all waste must ultimately be transported to the Tangipahoa Parish Landfill.
Regarding site availability, Mr. Stevens noted the ordinance specifies “site,” not “permit,” and allows for four sites total—two north of Highway 40 and two south of Highway 40. He stated that his clients meet all qualifications required to submit an application to the council and acknowledged that any future noncompliance could result in permit suspension or revocation through the established process. He also confirmed that the project has received approval from the Drainage Board and concluded by requesting that the council adopt the resolution to allow his clients to proceed with the permitting process.
Mr. Havis responded that Mr. Stevens made valid points; however, his primary concern is the impact on property values. He referenced Section 38-187 of the ordinance, noting that it is the Council’s responsibility to consider such impacts.
Mr. Havis stated that he consulted with local realtors, who indicated that a facility of this nature could negatively affect property values and deter future development opportunities, such as residential subdivisions.
He questioned who would be willing to build or purchase property adjacent to a transfer station.
He further noted the presence of a commercial business across the street that experiences significant activity during the holiday season, expressing concern that a transfer station could adversely impact that business. Mr. Havis also cited Section 105 of the Home Rule Charter, summarizing that the Council has the authority to promote, protect, and preserve the general welfare, safety, health, peace, and good order of the community. He stated that his position is based on maintaining good order for his constituents in the affected area.
Additionally, Mr. Havis raised concerns about increased traffic, specifically trash trucks traveling along Hano Road and also on Highway 442 en route to the proposed transfer station.
He then read aloud Section 38-187, which states:
“The parish council-president government shall consider the impact on property value and existing land use. The parish council-president government shall consider, in its assessment of the impact of the proposed solid waste facility, the potential negative impact of the proposed solid waste facility on the ability of property owners to enjoy their property and to maintain the property values for the existing land uses, including residences, schools, places of worship, businesses, agricultural resources, recreational resources, and sportsman resources.”

12. ADOPTION of T.P. Resolution No. R26-15 - A Resolution of the Tangipahoa Parish Council-President Government approving the 2026 Housing Choice Voucher Utility Allowance Schedule – Motion by Mr.
Wells, seconded by Mr. Vial to adopt T.P. Resolution No. R26-15, having been published in full at

LEGAL MATTERS - None COUNCILMEN’S PRIVILEGES
Ms. Hyde reminded the public of the final Community meeting on Thursday, April 30, 2026, 6:00pm-8:00pm at the Husser Fire Department.
Mr. Mayeaux reminded the public of the Annual Riff Ridgel Crawfish Boil competition, Saturday, May 2, 2026, 11am-4:00pm.
Mr. Joseph reminded the public of a Veteran Council meeting on Thursday, April 30, 2026, at 9:30am at the Clausen Building in Hammond to discuss creating a board to assist veterans and their families having issues.
Mrs. Cieutat congratulated all the seniors and wished all the mothers a Happy Mother’s Day. President Miller reminded the public that early voting begins Saturday, May 2, 2026.
