MINUTES, REGULAR MEETING, MARCH 11, 2026
The regular meeting of the Board of Commissioners, of the Tangipahoa Mosquito Abatement District #1, was held on Wednesday, March 11, 2026, at 5:30 p.m. at the District Office, 15483 Club Deluxe Road, Hammond, LA.
Erin Horzelski, Chairwoman, called the meeting to order.

Also present: Laura Gray, CPA, Douglas Curet, Colby Colona, and Cheri Vining.
Laura Gray, CPA – Audit for FYE 2025
Ms. Gray spoke with the commissioners explaining her responsibilities and planned scope for the audit for FYE 2025.
Ms. Gray has left the meeting.
Approve January 14, 2026 Meeting Minutes
Mr. Ciolino made a motion to approve the January 14, 2026, meeting minutes. Ms. Newsham seconded the motion. Motion passed – all yeas, no nays; Mr. Fletcher and Mr. Inman absent.
Approve and Sign Louisiana Legislative Auditor’s Compliance Questionnaire
Ms. Newsham made a motion to adopt the resolution to accept the Louisiana Legislative Auditor’s Compliance Questionnaire for audit of the fiscal year ending 12/31/2025. Mr. Harper seconded the motion. Motion passed – all yeas, no nays; Mr. Fletcher and Mr. Inman absent.
Review Financial Report
Ms. Colona reviewed the financial report through February 2026.
Ms. Stilley made a motion to accept the financial report into record. Mr. Ciolino seconded the motion. Motion passed – all yeas, no nays; Mr. Fletcher and Mr. Inman absent.
Director’s Report
Ms. Colona provided her report to the Board.
Mosquito trap surveillance began March 2nd with nightly spraying on March 5th.
All full-time and part-time employees have completed the ethics and harassment training for 2026.
New propellers are being installed on the District airplane.
Audit preliminaries will start this week.
We will have a booth at the Hammond Farmer’s Market on March 28th.
Treatments are on our schedule, weather permitting, for festivals and large outdoor community activities.
2026 State-mandated training for commissioners update
This training is to be completed annually by all board members, legal counsel, and advisory council members, with certificates of completion submitted to the District office. Currently we have not received either certificate for the following members: Ciolino, Fletcher, Harper, Horzelski, Inman, and Wolfe. Only need harassment certificate from Edwards.
Mr. Ciolino made a motion to adjourn. Mr. Harper seconded the motion. Motion passed – all yeas, no nays; Mr. Fletcher and Mr. Inman absent.
