CALL TO ORDER.
Roll call was read by Town Clerk, Julie Peterson.
Present was Larry Cardaronella, Gaye Guzzardo, Eric Costa, Joe Galofaro, Mike Muscarello. Quorum was present.
Prayer was led by Larry Cardaronella.
Pledge was led by Eric Costa.

A motion was made by Eric Costa, seconded by Joe Galofaro to approve the minutes from the August 12, 2025 Regular Meeting. Voting to approve was as follows:

Motion to approve minutes from August 12, 2025 Regular Meeting was passed unanimously.
8. A motion was made by Eric Costa, seconded by Joe Galofaro to approve the minutes from the
August 21, 2025 Special Meeting. Voting to approve was as follows:

Motion to approve minutes from August 21, 2025 Special Meeting was passed unanimously.
OLD BUSINESS:
a. Ordinance #2025-1129 which limits the amount of fill dirt allowed for new Residential or Multi
Family Construction was discussed by the board. This proposed ordinance was tabled during the August Regular Meeting for further review. After some discussion on the subject a
motion was made by Larry Cardaronella, seconded by Eric Costa to table the matter until the
October Regular Meeting. Voting to table was as follows:

Motion to table adoption of Ordinance #2025-1129 until the October Regular Meeting passed
unanimously.
NEW BUSINESS:
a. Trick or Treat and Trunk or Treat times were set for Thursday, October 30, 2025 from 5:30 p.m. until 7:30 p.m. A motion was made by Eric Costa, seconded by Joe Galofaro to close East Railroad Ave from Highway 40 East to Tiger Ave from 4:30 p.m. until 8:00 p.m. for the Trunk or Treat Event at the Pavilion. Voting to approve road closure was as follows:

Motion to approve road closure of East Railroad Ave for Truck or Treat passed unanimously.
b. Setting the date and time of the Independence Christmas Parade was discussed. The board decided to set the date for Sunday, December 7, 2025 at 5:30 p.m. Lineup will be at 4:30 p.m. Applications to participate in the parade will be available at City Hall.
c. The Proclamation for National See Tracks? Think Train Week was read aloud by Town Clerk Julie Peterson. A motion was made by Larry Cardaronella, seconded by Eric Costa to adopt the proclamation declaring September 15-21, 2025 as National See Tracks? Think Train Week.
Voting to adopt proclamation was follows:

Motion to approve proclamation was passed unanimously.
REMARKS:
Mayor Pro-Tem Larry Cardaronella: Stated that the intersection of East Railroad Ave and Hwy 40 gets blocked every morning by people ignoring the signs stating do not block intersection. He would like to see the police department address this issue.
Gaye Guzzardo: None
Mike Muscarello: Asked for an update on his street sign request for Frazier Lane.
Eric Costa: None
Joe Galofaro: None
Mayor Paine: Stated that the town has dealt with multiple water main breaks over the last several weeks. He recognized Maintenance Supervisor Peewee and his crew for all their hard work over the last several weeks.
Police: Chief Edwards reported that one of the surplus Tahoe’s was sold though Gov Deals website.
