T.P. Ordinance No. 26-17 – No one from the public asked to speak on these items.

COUNCIL MAY 26, 2026

MEETING

The Tangipahoa Parish Council met on the 26th day of May 2026 in Regular Session

and was called to order by Ms.

Brigette Hyde, Chairwoman at 5:30pm. The Chair asked all cell phones to be muted

or turned off.

The Invocation was given by Councilman Joseph, and the Pledge of Allegiance was

led by Councilman Ingraffia.

The following members were PRESENT: Darrell Sinagra, John Ingraffia, Louis Joseph,

Joe Havis, Buddy Ridgel, Joey Mayeaux, Lionell Wells, David Vial, Brigette Hyde,

Strader Cieutat

ADOPTION OF MINUTES Motion by Mr. Wells, seconded by Mr. Vial to adopt the

minutes of the regular meeting dated May 11, 2026. Roll call as follows:

PARISH PRESIDENT’S

REPORT

1. FINANCIAL REPORT – President Miller made known monthly financial

reports were emailed to the council.

2. APPROVAL TO HIRE – Motion by Mr. Mayeaux, seconded by Mr. Wells

to approve to hire a contractor to cut grass at 11173 Highway 22 West,

Ponchatoula, LA 70454, Assessment #1771418 in District 6 and lien

property of the cost of the contract plus administrative fees. Roll call as

follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells,

Vial, Hyde, Cieutat

3. APPROVAL TO HIRE – Motion by Mr. Mayeaux, seconded by Mr. Joseph

to approve to hire a contractor to remove trash and debris at 43388 Hap-

pywoods Road, Hammond, LA 70403, Assessment #1858904 in District

6 and lien property the cost of the contract plus administrative fees. Roll

4. APPROVAL TO HIRE – Motion by Mr. Wells, seconded by Mr. Vial to

approve to hire a contractor to cut

grass at 14015 Perks Way, Hammond, LA 70401, Assessment #2221306

in District 7 and lien property the cost of the contract plus administrative

fees. Roll call as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel,

5. APPROVAL TO HIRE – Motion by Mr. Vial, seconded by Mr. Ingraffia to

approve to hire a contractor to cut grass at 18119 Davie Drive, Hammond,

LA 70401, Assessment #6151930 in District 8 and lien property the cost

of the contract plus administrative fees. Roll call as follows: YEA: Sinagra,

6. APPROVAL TO HIRE – Motion by Mr. Vial, seconded by Mr. Joseph to

approve to hire a contractor to cut grass at 23493 Redwood Drive, Pon-

chatoula, LA 70454 Assessment #4399900 in District 9 and lien property

the cost of the contract plus administrative fees. Roll call as follows: YEA:

Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells, Vial, Hyde,

Cieutat

President Miller recognized Bailey King, a resident who has been volun-

teering her time to pick up litter in the parish. Ms. King documents her litter

cleanup efforts on the social media platform TikTok, where she as gained a

following. President Miller and the Council expressed their appreciation to

Ms. King on all of her efforts in helping keep the parish clean.

REGULAR BUSINESS

7. DISCUSSION AND POSSIBLE ACTION ON CONDEMNATION – Mr. Terry

Lane, TPG Blighted

Property, made known that the property owner was deceased and that

his only daughter was the heir; however, she has not cooperated with

them and is no longer taking their calls. Motion by Mr. Havis, seconded

by Mrs. Cieutat to give the property owner 0 days to demolish structures

and for the parish to move forward with hiring a contractor to demolish the

structures at 14086 New Genessee Road, Tickfaw, Assessment #1111809

- District 4. Roll call as follows: YEA: Sinagra, Ingraffia, Joseph, Havis,

Ridgel, Mayeaux, Wells, Vial, Hyde, Cieutat

ADOPTION OF ORDINANCES

8. ADOPTION of T.P. Ordinance No. 26-16 - An Ordinance to adopt the

Millage Rates for the Tax Year of 2026 - The following ordinance which

was previously introduced in written form required for adoption at a regular

meeting of the Tangipahoa Parish Council on May 11, 2026, a summary

thereof having been published in the Official Journal and in full at WWW.

TANGIPAHOA.ORG together with a notice of public hearing, which was

held in accordance with said public notice, was brought up for final pas-

sage on May 26, 2026. Motion by Mr.

Joseph, seconded by Mr. Sinagra to adopt T.P. Ordinance No. 26-16. Roll

call as follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux,

Wells, Vial, Hyde, Cieutat

9. ADOPTION of T.P. Ordinance No. 26-17 - An Ordinance amending and

enacting Chapter 38, Solid Waste - Vegetative Debris Sites- The following

ordinance which was previously introduced in written form required for

adoption at a regular meeting of the Tangipahoa Parish Council on May 11,

2026, a summary thereof having been published in the Official Journal and

in full at WWW.TANGIPAHOA.ORG together with a notice of

public hearing, which was held in accordance with said public notice,

was brought up for final passage on May 26, 2026. Motion by Mr. Vial,

seconded by Mr. Havis to adopt T.P. Ordinance No. 26-16. Roll call as

follows: YEA: Sinagra, Ingraffia, Joseph, Havis, Ridgel, Mayeaux, Wells,

Vial, Hyde, Cieutat

MATTERS

Mr. Brad Cascio, TPG Legal Counsel, made known that in the lawsuit of John Robert

“Bobby” Cortez v. TPG, et al, 21st JDC, Tangipahoa Parish, Suit No. 20250001743,

the plaintiffs filed a motion to dismiss with prejudice on Friday, thereby officially con-

cluding the case.

The Chair asked for a motion to ENTER into Executive Session, Motion by Mr.

Vial, seconded by Mr. Ingraffia to enter into executive session. Roll call vote

follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis, Mr. Ridgel, Mr.

Mayeaux, Mr. Wells, Ms. Hyde, Mrs. Cieutat ABSENT: Mr. Vial

10. EXECUTIVE SESSION: Pinecrest Transfer Station Letter

The Chair asked for a motion to EXIT Executive Session, Motion by Mr. Vial, second-

ed by Mr.

Wells to EXIT executive session. Roll call vote as follows: YEA: Mr. Sinagra, Mr.

Ingraffia, Mr. Joseph, Mr. Havis, Mr. Ridgel, Mr. Mayeaux, Mr. Wells, Ms. Hyde,

Mrs. Cieutat ABSENT: Mr. Vial

The Chair made known No Action was Taken in Executive Session.

Motion by Mr. Havis, seconded by Mr. Vial for TPG Legal Counsel to respond to the

letter of the demand by

Pinecrest, LLC. Roll call vote as follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph,
