CDBG-DR RCIP PARISH-IMPLEMENTED GRANT PROGRAM
Request for Proposals (RFP) for Professional Services
For Right of Way Services, including Title, Appraisals, Review Appraisals, and Property Acquisition Services for Hano Rd Widening and Overlay
The Tangipahoa Parish Government will receive grant funds from the LA Office of Community Development RCIP program for the purpose of widening, overlaying, and improving a portion of Hano Rd that leads to the Parish landfill west of Independence, LA, in Tangipahoa Parish. The Tangipahoa Parish Government is interested in procuring the services of a qualified right-of-way agent and title acquisition specialist, with property appraisal services, to assist in checking property ownership titles and acquiring the right-of-way needed for the implementation of the project. The agreement with the Parish will be made on a lump sum, fixed price basis (or cost reimbursement “not to exceed” basis), also showing any typical project administrative fees, with payment terms and per parcel costs to be negotiated by the Parish with the selected offeror. A “cost plus” proposal or contract will not be accepted.
The procedures for selecting this firm will be in accordance with the procurement requirements of the Tangipahoa Parish Government, State of LA, and federal Program Procurement Policies. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in this “Request for Proposals” response document. That information and scoring summary also identify the scope of services to be performed by the selected firm. The Tangipahoa Parish Government will begin contract and price negotiations with the respondent obtaining the highest total score in the evaluation process. Note that prime contractors/consultants should be aware of their responsibility to verify that their firm and all subcontractors or subconsultants used on this project must have an active SAM.gov account with an active Unique Entity Identifier (UEI number), proof of insurance, a federal tax ID number and are not debarred from federally funded projects. Interested parties are invited to secure a response packet from Ms. Donna Domiano, Parish Purchasing Agent, at 206 East Mulberry Street, Amite, LA 70422, or to download it from the Central Auction House website. RFPs with Qualifications and a statement of proposed costs or prices may also be obtained by emailing a request to the Parish Purchasing Agent at ddomiano@tangipahoa.org. Responses to this request must be hand-delivered or mailed to the above-named person at the above-named address, or through Central Auction House on-line, in such a manner that it is received no later than Tuesday, July 21st, 2026 at 3:30 P.M.

Three (3) printed copies of the RFP response package must be provided by mail or hand-carried prior to the deadline on July 21st, 2026, to the attention of Donna Domiano, Purchasing Agent for Tangipahoa Parish, 206 E. Mulberry Street, Amite, La. 70422. An emailed response only is not acceptable. Also, proposals can be submitted through Central Auction House. Mark the outside of any proposal submittal envelope as “Hano Rd ROW Acquisition Services.”
