PUBLIC NOTICE TO RUN ON MONDAY JULY 14, 2025:

This is to give notice that the Tangipahoa Parish Government, under Part 58 has
conducted an evaluation, as required by Executive Orders 11988 and 11990, in
accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making
Determinations on Floodplain Management, to determine the potential affect this activity
in the floodplain and wetlands will have on the human environment for Tangipahoa
Landfill Sewer Connection and Treatment project.
The Proposed Project is located in Amite City of Tangipahoa Parish and spans along
Puleston Road and Rutland Road, terminating at 57510 Hano Rd, Independence, LA
70443 within the Tangipahoa Parish Landfill (30° 43' 34.24" N, 90° 32' 14.388" W) to
(30° 41' 13.2" N, 90° 33' 33.444" W). The proposed activity to be completed using RCIP
funding involves the construction of lift pump stations and an approximately 21,297-foot
force main sewer line connecting the Tangipahoa Parish Landfill and the Amite City
sewer system at Highway 16 W. The project also includes the construction of an
approximate 5,800-foot gravity sewer pipe on landfill property and seventeen sewer
manholes. Tangipahoa Parish Government proposes this project to collect and pump
pre-treated leachate and contact stormwater from the existing Parish landfill site to a
major permitted treatment plant owned and operated by the Town of Amite City for
required treatment. Ground disturbance is expected to be no more than eighteen inches
in depth, and is primarily due to the installation of new sewer lines within and along the
public right-of-way.
There are three primary purposes for this notice. First, people who may be affected by
activities in floodplains and those who have an interest in the protection of the natural
environment should be given the opportunity to express their concerns and provide
information about these areas. Second, an adequate public notice program can be an
important public educational tool. The dissemination of information about floodplains
can facilitate and enhance Federal efforts to reduce the risks associated with the
temporary impacts to the special areas. Third, as a matter of fairness, when the Federal
government determines it will participate in actions taking place in floodplains, it must
inform those who may be put at a greater or continued risk.
Written comments must be received by Michael Hill, Project Manager and
Environmental Scientist at ELOS Environmental, LLC, on behalf of the Tangipahoa
Parish Government, no later than July 30, 2025. Comments should be submitted during
