JULY 14, 2025 MEETING
The Tangipahoa Parish Council met on the 14th day of July 2025 in Regular Session and was called to order by
Mr. David Vial, Chairman at 5:30pm. The Chair asked all cell phones to be muted or turned off.
The Invocation was given by Councilwoman Cieutat and the Pledge of Allegiance was led by Councilman
Mayeaux.
The following members were PRESENT: Darrell Sinagra, John Ingraffia, Louis Joseph, Joseph Havis, Buddy
Ridgel, Joey Mayeaux, David Vial, Strader Cieutat ABSENT: Lionell Wells, Brigette Hyde
ADOPTION OF MINUTES Motion by Mr. Joseph, seconded by Mr. Mayeaux to adopt the minutes of the regular
meeting dated June 23, 2025. Roll call vote as follows: YEA: Mr. Sinagra, Mr. Ingraffia, Mr. Joseph, Mr. Havis, Mr.

1. APPROVAL TO SEEK BIDS – Motion by Mr. Joseph, seconded by Mr. Ingraffia to approve to seek bids for

2. DISCUSSION OF Pre-Position Contract for Debris Monitoring during Disasters – President Miller updated
the council on the debris requirements by FEMA and proposal process the parish conducted to award Debris
Tech the debris monitoring contract.

3. ADOPTION of T.P. Resolution No. R25-22 - A Resolution ordering and calling a special election to be held in
the Parish of Tangipahoa, State of Louisiana (the “Parish”) on Saturday, November 15, 2025, for the purpose
of authorizing the renewal of the levy and collection of a four (4) mills ad valorem tax on all property subject
to taxation within the boundaries of the Parish for a period of ten (10) years, beginning with the year 2027 and
ending with the year 2036, for the purpose of maintenance, operation and development of its Parish health
units and for the promotion and conservation of public health; and further making application to the State
Bond Commission for consent and authorization to hold the aforesaid election; and further providing for other
matters in connection therewith. – Motion by Mr. Mayeaux, seconded by Mr. Joseph to adopt T.P. Resolution

valorem tax on all property subject to taxation within the boundaries of the District, for a period of ten (10)
years, beginning with the year 2027 and ending with the year 2036, for the purpose of providing and
maintaining electric lights on the streets, roads, alleys and public places in the District; and further making
application to the State Bond Commission for consent and authorization to hold the aforesaid election; and

November 15, 2025, for the purpose of authorizing the renewal of the levy and collection of a ten (10) mills ad
valorem tax on all property subject to taxation within the boundaries of the District, for a period of ten (10)
years, beginning with the tax collection for the year 2027, and annually thereafter to and including the year
2036, the proceeds of said tax to provide funds to be used entirely and exclusively to acquire, improve and
equip the system of road lighting on the streets, roads, highways, alleys and public places of the District, and
to provide funds to pay the operation and maintenance costs and expenses in connection therewith; and further
making application to the State Bond Commission for consent and authorization to hold the aforesaid election;
and further providing for other matters in connection therewith. – Motion by Mr. Sinagra, seconded by Mr.

COUNCILMEN’S PRIVILEGES
Mrs. Cieutat provided information regarding the upcoming Veterans Day Event, scheduled for November 1st. She
announced that Mr. George VanZandt, a 101-year-old WWII veteran, will serve as the Grand Marshal for the event.

Mr. Joseph expressed his condolences to Councilman Wells’ on the loss of his brother and the victims of the Texas
flood.
Mr. Havis thanked all involved with the recent water issues concerning the Sweetwater well during the 4th of July.
Mr. Vial reminded the public of the Wednesday, July 16th Comprehensive Plan Community meeting at 4:30pm at the
Florida Parishes Arena Event Center.
LEGAL MATTERS
The Chair made it known there were no updates on the lawsuit therefore Executive Session was not required
