The Board of Commissioners of Tangipahoa Parish Fire District No. 1 met this 11th day of July,
2024, in regular session and to hold a public hearing in reference to rolling forward the millage
rates.
The public hearing was opened at 5:00 p.m.. With no one appearing to address the Board regarding
rolling forward of the millage rates, a motion was made by Mr. Lee, seconded by Mr. Brumfield
and carried that the public hearing be closed.
The Chairman called the meeting to order. Those present were Chairman E. Ray Glasgow, Vice-
Chairman Robbie Lee, Commissioners Herbert Brumfield and Merrie Bennett, Secretary Agnes
Prevost, and Fire Chief J. D. Stevens. Absent was Commissioner Regionald Foster. Chief of Fire
Prevention C. J. Pardue was also in attendance.

The minutes of a previous meeting held on June 13, 2024, were accepted as prepared on a motion
by Mr. Lee, seconded by Mr. Brumfield and carried.

The Chairman recognized Mr. Milton Cavalier of Pedelahore and Co., who presented to the
Board the 2023 audit of the financial statements and Agreed Upon Procedures for the Fire
District that had been filed with the State Legislative Auditor. Mr. Cavalier reviewed the report
with the Board and made known that there were no internal control weaknesses and no
significant deficiencies.

Mr. Lee made a motion to approve payment of current bills in the amount of $54,367.14. Mr.
Brumfield seconded the motion and it so carried.

After review of the financial statement, a motion was made by Mr. Lee, seconded by Ms. Bennett
and carried that the financial statement for the month of June, 2024, be accepted.

Chairman Glasgow made known that the next item on the agenda was adoption of the 2023
millage rates and that a public hearing had been held, wherein no one appeared to address the

Board concerning this matter. There being no public input on adoption of the millage rates, the
following Resolution #05-24 adopting the adjusted millage rates was introduced:

Adopting Adjusted Millage Rate

BE IT RESOLVED, by the Board of Commissioners for Tangipahoa Parish Fire Protection
District No. 1 of the Parish of Tangipahoa, Louisiana, in a public meeting held on July 11, 2024, which
meeting was conducted in accordance with the Open Meetings Law and the additional requirements of
Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted
millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property
subject to ad valorem taxation within said Fire Protection District No. 1, Parish of Tangipahoa, for the
year 2024, for the purpose of raising revenue:

MILLAGE
Maintenance Tax 4.840 mills
Maintenance Tax 9.690 mills
BE IT FURTHER RESOLVED that the Assessor of the Parish of Tangipahoa, shall extend
upon the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said Parish
shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the
resolution was adopted by the following votes:

The following resolution to set forth the adjusted millage rates after reassessment and to roll
forward the millage rates not exceeding the maximum authorized rates for the tax year 2024 was
presented for adoption by the Board:

RESOLUTION NO. 06-24

BE IT RESOLVED, by the Board of Commissioners for Tangipahoa Parish Fire Protection
District No. 1 of the Parish of Tangipahoa, in a public meeting held on July 11, 2024 which meeting was
conducted in accordance with the Open Meetings Law and the additional requirements of Article VII,
Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase
the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown
on the official assessment roll for the year 2024, and when collected, the revenues from said taxes shall be
used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

Adjusted Rate 2021 Levy
Maintenance Tax 4.840 5.00 mills
Maintenance Tax 9.690 10.00 mills
BE IT FURTHER RESOLVED that the Assessor of the Parish of Tangipahoa, shall extend
upon the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said Parish
shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the
resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting
in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). The
votes were:

Ms. Prevost made known that two names had been received from Southeastern Louisiana
University to fill a position on the local Civil Service Board, as Mr. Mike Sumrall’s term on the
Board will expire on July 29, 2024. She stated that Mr. Sumrall would like to serve another term
on the Board.
Wherein, a motion was made by Ms. Bennett, seconded by Mr. Lee and carried that Mr. Mike
Sumrall be reappointed for a three-year term to the Tangipahoa Parish Fire District No. 1 Civil
Service Board, with the term to expire July 29, 2027.

Fire Chief Stevens made known to the Board that the training facility project will be brought
back to the State next year for approval in its Capital Outlay Budget.

Chief Stevens also informed the Board that consideration for approval of sales tax and ad
valorem tax elections to be held in Roseland for fire protection will be on the Parish Council
agenda for its next meeting.

No further business to come before the Board, a motion was made by Mr. Lee, seconded by Mr.
Brumfield and carried that the meeting be adjourned.
