Special Meeting
October 8, 2024
5:00 p.m.
The Board of Commissioners of Tangipahoa Parish Fire District No. 1 met this 8th day of
October, 2024, in special session and to hold a public hearing in reference to rolling forward the
millage rates.
The public hearing was opened at 5:00 p.m.. With no one appearing to address the Board
regarding rolling forward of the millage rates, the Chairman adjourned the public hearing.
The Chairman called the meeting to order. Those present were Chairman E. Ray Glasgow,
Vice-Chairman Robbie Lee, Commissioners Herbert Brumfield, Merrie Bennett and Reginald
Foster, Secretary Agnes Prevost, and Fire Chief J. D. Stevens. Assistant Chief Jason King was
also in attendance.

The minutes of a previous meeting held on September 12, 2024, were accepted as prepared on
a motion by Mr. Lee, seconded by Ms. Bennett and carried.

Mr. Brumfield made a motion to approve payment of current bills in the amount of $28,042.73.
Mr. Lee seconded the motion and it so carried.

After review of the financial statement, a motion was made by Mr. Lee, seconded by Mr. Foster
and carried that the financial statement for the month of September, 2024, be accepted.

Attorney Brad Stevens was present at the meeting and made known that changes had been
made for rolling forward millages and that these changes are effective this year; therefore, it
was necessary to redo the process with these changes for rolling forward millages.
The Secretary presented Resolution No. 07-24 for adoption of the 2024 adjusted millage rates,
as follows:

Adopting Adjusted Millage Rate
BE IT RESOLVED, by the Board of Commissioners for Tangipahoa Parish Fire
Protection District No. 1 of the Parish of Tangipahoa, Louisiana, in a public meeting held on
October 8, 2024, which meeting was conducted in accordance with the Open Meetings Law and
the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S.
47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the
dollar of the assessed valuation of all property subject to ad valorem taxation within said Fire
Protection District No. 1, Parish of Tangipahoa, for the year 2024, for the purpose of raising
revenue:
MILLAGE
Maintenance Tax 9.690 mills
BE IT FURTHER RESOLVED that the Assessor of the Parish of Tangipahoa shall extend
upon the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said
Parish shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and
the resolution was adopted by the following votes:

The Secretary then presented Resolution No. 08-24 for rolling forward the millage rates, as
follows:
RESOLUTION NO. 08-24
BE IT RESOLVED, by the Board of Commissioners of Tangipahoa Parish Fire Protection
District No. 1 of the Parish of Tangipahoa, Louisiana, in a public meeting held on October 8,
2024, which meeting was conducted in accordance with the Open Meetings Law and the
additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S.
47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the
prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for
the year 2024, and when collected, the revenues from said taxes shall be used only for the
specific purposes for which said taxes have been levied. Said millage rate(s) are:
Adjusted Rate 2024 Levy
Maintenance Tax 9.690 mills 10.00 mills
Maintenance Tax 10.00 mills
BE IT FURTHER RESOLVED that the Assessor of the Parish of Tangipahoa, shall extend upon
the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said
Parish shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the
resolution was adopted by no less than two-thirds of the total membership of the taxing authority
voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S.
47:1705(B). The votes were:

The Chairman recognized Mr. Nick Gagliano, owner of the Gagliano Group, who presented a
proposal for the informational campaign for Roseland to educate voters on the millage and sales
tax election to be held in Roseland on December 7, 2024.
After discussion, a motion was made by Mr. Lee, seconded by Ms. Bennett and carried that the
Board accept the proposal from the Gagliano Group.

Fire Chief Stevens made known to the Board that a VIN number had been assigned to the new
service truck; further, there will be a pre-construction meeting to review the specifications.

Chief Stevens then informed the Board that the results of the PIAL evaluation had been
received for the three grading areas, as follows:
1) Tangipahoa Parish Fire Protection District No. 1 (3 rd Ward) –
Improved from Class 4 to Class 3
2) Town of Amite – Improved from Class 3 to Class 2
3) Fire District 2 - Amite East - Improved from Class 3 to Class 2
The Chief commended the officers and firefighters for their hard work.

There being no further business to come before the Board, a motion was made by Mr.
Brumfield, seconded by Mr. Lee and carried that the meeting be adjourned.
