3. ACADEMIC UPDATE

a. Early Childhood Data, 2025-2026

- Carmen Brabham provided a presentation on the Early Childhood data highlighting

the below.

15 Public School Pre-K Classrooms

46 Childhood Centers

7 Head Start Centers

3 Family Home Care Centers

79% of all enrolled Pre-K students scored average or better on end of year assess-

ments!

b. Update on 2026 LEAP and K-3 Dibels Results

Dr. Lisa Fussell provided updates on the LEAP and Dibels scores.

DIBELS K-3 Literacy Results

K-3 Reading proficiency climbs 17.7 points during 2025-2026.

LEAP 2026 Results

The district showed growth in proficiency.

d. Consider approval for the Superintendent to develop a MOU with the Tangipahoa

Sheriff’s Office to implement a school zone speed limit enforcement program through

Blue light solutions pending final Board approval before implementation

Motion to approve the Superintendent to enter into a MOU with Tangipahoa Sheriff’s

Office to implement a school zone enforcement program through "Blue Line LLC".

e. Potential Cost Stabilization Plan for 2026-2027

- Mr. Jeff McKneely presented updates by the state regarding the state funding cuts

as well as the stipends that were cut at the state level.

f. Consider approval to allow Administration to enter into a Cooperative Agreement

with Town of Roseland regarding a potential land donation or exchange to accommo-

date teacher parking.

Motion to authorize the superintendent to enter into an emergency TRO against the

City of Roseland and to take all necessary steps to secure our teachers parking area

at Roseland Elementary School.

5. SUPERINTENDENT REPORTS AND RECOMMENDATION

a. Alternative Education Updates

Superintendent Melissa Stilley presented an update on district initiatives regarding the

Alternative Learning Program.

The Superintendent highlighted the foundational proactive measures and support

structures currently implemented across the district to promote positive behavior and

student wellbeing:

Alternative Support: School-Based Alternative Education Classes and Positive Action

Classes (Short-Term In-School Suspension).

Mental Health & Guidance: Certified Counselors placed in every district school and

dedicated School Well-Being Teams.

Curriculum & Intervention: Implementation of a K-12 Character Education curriculum,

Student Assistance Teams (SAT), and district-wide Positive Behavior Interventions

Support (PBIS).

Safety & Conflict Resolution: Utilization of the P3 App for anonymous reporting,

alongside Restorative Practices and Peer Mediation.

B. Goals for the Enhancement of Alternative Education (AE) Placement

The administration outlined key strategic goals designed to enhance the effectiveness

of alternative placements:

Instructional Quality: Provide students with high-quality instruction delivered by certi-

fied teachers utilizing the TPSS Tier 1 curriculum.

Graduation Path: Ensure all placed students remain actively on-track for timely

graduation.

Holistic Support: Align social, emotional, and behavioral interventions directly with

individual student needs.

Seamless Transitions: Guarantee that student transitions between the alternative site

and their home-based schools are efficient and seamless.

Family Empowerment: Provide families with flexible options for Alternative Education

placement.

C. Family AE Placement Choice Options

To better serve diverse student and family needs at the Crystal Street location, three

distinct enrollment models were presented:

On-Site Model: Student attends daily on-site at Crystal Street for face-to-face aca-

demic instruction and counseling.

Blended Model: Student participates in a hybrid schedule combining face-to-face

instruction at Crystal Street with virtual learning at home.

Full Virtual Model: Student participates fully online for academic instruction and coun-

seling, with scheduled, mandatory in-person interventions and counseling sessions at

the Crystal Street facility.

D. Academic Delivery & Programming

The academic framework for the alternative education program ensures rigorous 

continuity of learning through the following provisions:

Direct Instruction: Scheduled direct instruction conducted by teachers via Zoom,

utilizing high-quality instructional materials from the TPSS Tier 1 curriculum.

Curriculum Alignment: The high school course catalog mirrors many of the same

electives provided at traditional high school sites, keeping students 

on their graduation path.

Individualized Support: Daily open office hours hosted by teachers to provide stu-

dents with targeted, one-on-one assistance.

Career Readiness: Availability of six (6) Jumpstart Pathways with industry-valued

credentials to support career and workforce readiness.

Program-Based Counselor: Provides brief, solution-focused individual or smallgroup

counseling—both in-person and via telecommunications—to address anxiety, peer

conflict, or stress.

RKM Counselor: Delivers on-site prevention, intervention, and crisis response,

addressing behavioral issues and mental health through direct therapy and family

support.

Southeast Community Health Systems (SCHS): Provides on-site behavioral health

and clinical therapy, assisting families in navigating health systems and bridging the

gap between education, home, and medical care.

Targeted Interventions: Case Managers coordinate additional specialized services

as needed, including Anger Management, Social-Emotional Learning (SEL), Conflict

Resolution Skills, and Restorative Practices for social well-being.

F. Case Management Protocols

The Superintendent emphasized the critical role of Case Managers in student ac-

countability and transition success:

Each student is assigned a dedicated Case Manager responsible for developing and

monitoring individual academic and behavioral support plans.

Case Managers track key student metrics, including engagement data and atten-

dance, and coordinate direct instructional interventions with the Learning Support

teacher when necessary.

Case Managers oversee the entire placement lifecycle, ensuring a smooth transition

into the AE site and a structured, successful return to the student's home-based

school.

G. District Updates & Reminders

Student Assessment Data: Announced that student LEAP scores have been officially

released and are now accessible to parents and guardians via the 

Student Progress Center.

Community Support & Revenue Reminder: Reminded the public that all local and

online purchases made within Tangipahoa Parish generate vital sales tax revenue that

directly funds and supports the local school system.

E. Social, Emotional, and Behavioral Support Systems

Tangipahoa Parish generate vital sales tax revenue that directly funds and supports

the local school system.

6. BOARD ACKNOWLEDGEMENT

Mr. Piazza, Extended congratulations to the administration on the Model Schools

recognition. They commended the Executive Team for an outstanding job, noting that

it was wonderful to see everyone's hard work shine.

Mr. Moore, Echoed the sentiments regarding the Model Schools recognition. They

expressed specific appreciation for the communication efforts, specifically noting 

how well the administration handled the public hearing and 

thoroughly answered questions.

Ms. Dominguez, Concurred with the previous comments, extending formal 

appreciation to the entire district staff, school administrators, and 

central office staff for their continued dedication and hard work.
